Council to take action to authorize staff to execute agreements for expenditures up to the full design
budget of $2,000,000 for Capital Improvement Program (CIP) Project No. 109380 – Miller Road
Expansion - Broadway to Lower Buckeye Road; approve Change Order No.1 to the Professional
Services Agreement (Contract No. 32500032) between the City of Buckeye, an Arizona municipal
corporation, and TYPSA, Inc., an Arizona corporation, in a total not to exceed amount of $1,547,901.60
for design and civil engineering services; and authorize the City Manager to execute and deliver said
Change Order on behalf of the City of Buckeye.

SUMMARY
PROJECT DESCRIPTION:
The proposed design will widen Miller Road to three lanes in each direction plus a center median,
progressing toward the ultimate cross-section. These improvements are intended to enhance traffic flow
and bring the roadway into alignment with the City’s Transportation Master Plan. The project includes
widening the existing RID bridge to accommodate the new roadway configuration, expanding the
roadway lanes, upgrading drainage systems, and acquiring any additional right-of-way needed. Civil
engineering and design services are required to support the planning, design, and implementation of
these improvements under Change Order #1 to Professional Services Agreement (Contract No.
32500032) which will allow for TYPSA, Inc. to provide the associated services upon the issuance of a
Notice to Proceed. The total amount to be paid under this Change Order #1 to Professional Services
Agreement shall not exceed $1,547,901.60. The remaining budget is anticipated to be allocated toward
owner’s contingency and Roosevelt Irrigation District (RID) design fees.
BENEFITS:
This agreement enables TYPSA, Inc. to begin civil engineering and design services in alignment with the
project timeline, supporting improvements that will enhance traffic flow and bring Miller Road into
conformance with the Transportation Master Plan.
FUTURE ACTION:
Completion of delivery for the civil engineering and design services will assist in the overall construction
for this Project. 
FINANCIAL IMPACT STATEMENT:
The Project is programmed in the CIP in Fiscal Year (FY26). Council to authorize staff to execute
agreements for expenditures up to the full design budget of $2,000,000 including execution of the

Change Order #1 to Professional Services Agreement (Contract No. 32500032) with TYPSA, Inc.,
($1,547,901.60) for design and civil engineering services. The remaining authorization is anticipated to
be allocated toward owner’s contingency and Roosevelt Irrigation District (RID) design fees.
