Council to take action to approve a budget transfer in the amount of  $1,200,700; approve Change Order
No. 5 to Cooperative Contract Purchase Addendum (CCPA) (Contract No. 2025299) between the City of
Buckeye, an Arizona municipal corporation, and Sutphen Corporation, an Ohio corporation, for the
purchase and outfit of a heavy-duty rescue pumper (fire truck); and authorize the City Manager to
execute and deliver said Change Order on behalf of the City of Buckeye.

SUMMARY
PROJECT DESCRIPTION:
Public Works is seeking approval to purchase one (1) Sutphen heavy-duty rescue pumper, fire truck.  
BENEFITS:
The acquisition of a new pumper truck is essential to provide the Fire Department with mechanically
sound, heavy-duty rescue pumpers. Dependable fleet equipment is critical to ensuring the Fire
Department can deliver life-saving services to residents in emergency situations. Without a new
apparatus, reserve units, many of which are approaching 20 years old, would need to be deployed. As
equipment ages beyond its expected life, components become increasingly prone to breakdown,
resulting in higher maintenance costs and extended downtime. These delays compromise the
department’s ability to respond promptly to emergencies. Older vehicles are also more likely to
experience major component failures, such as engines or transmissions. These failures are not only
costly to repair but significantly hinder the Fire Department’s ability to fulfill its mission of protecting the
community. Investing in a new pumper truck will reduce operational risks, lower maintenance expenses,
and ensure reliable service delivery for critical, life-or-death situations.

FINANCIAL IMPACT STATEMENT:
This action authorizes a budget transfer of $1,200,700 for the purchase of a fire apparatus. The
expenditure of funds will occur when the fire apparatus is received in 30-36 months. Budget authority is
required to order the fire apparatus this fiscal year and budget authority will be required in the fiscal year
the fire apparatus is received.
