EIGHT March 31, 2026 City of Buckeye — City Hall Attn: City Clerk 530 East Monroe Avenue Buckeye, AZ 85326 Via UPS Overnight Delivery Re: CIP #105260 Miller Road Improvements Parcel # 504-63-911 Assessment Objection Letter We are writing in objection to the CIP #105260 assessment to our parcel, located at 25037 W. Watkins St., Buckeye, AZ. We are currently developing a veterinary clinic on this corner and have been in close communication with the city regarding this assessment since its inception. During our negotiation for the purchase of the parcel (formerly two parcels: 504-63-554 & -555), the assessment was initially $482,859.11 total as of 5/1/2022. Since then, the following has occurred: - 4/15/25 Combined total increased to $503,838.09 - 9/22/25 Our Building Permit was being prepared and Mario Marquez (City of Buckeye project engineer) offered that we could pay the assessment then, with an added 10% non-refundable contingency, on the estimate which already had a 10% contingency on it, or wait for actual costs. | inquired as to where the project budget was tracking. 9/23/25 Per email from Rodrigo Nemi, Project Manager for the CIP, | was told “Actual costs are tracking close to estimates” (from April 2025) and the project was scheduled for completion at the end of October 2025 — approximately one month from when | was told the cost were on track. (email attached) 1/30/26 Costs were sent to us that totaled $785,213.54 2/10/26 Revised costs were sent to us that totaled $740,852.27 (stamped ‘Approved’) 1695 12 MILE RD. SUITE 100 BERKLEY, MI 48072 WWW.814CRE.COM - 2/18/26 Revised costs were sent to us that totaled $717,436.83 (stamped ‘Approved’) The final cost assessment to our parcel of $717,436.83 is over 42% higher than the revised estimate provided to us on 4/15/25 of $503,838.09. Additionally, as part of our development of our veterinary clinic, we had to incur expenses estimated at $156,748.54 for the half-street improvement of W. Watkins and paid a pro-rata share of future traffic signals of $10,026. Lastly, a portion of our property was used as a temporary stormwater detention area during the CIP construction period without consideration. In conclusion, our objection lies firmly in the fact that costs were presented to us, we were told they were tracking close to estimates shortly before the completion of the project and costs ended up being 42% higher than estimates. The city and its council have a responsibility to the community and those paying for its improvements to manage projects properly and provide accurate, timely information to those requesting it. We respectfully request that our assessed amount be more reflective of the original amount ($482,859.11) or, at worst, the increased amount of $503,838.09, as presented on 4/15/25, which we were told was tracking close to budget on 9/23/25.
