Monroe Ave Buckeye, Arizona 85326 Regarding: Project Narrative Annexation Request 26602 West MC85 Buckeye, Arizona City of Buckeye, Esencia LLC and Robert Road Spirit LLC would like to submit the following project for annexation. The .9 acre parcel is located east of the northeast corner of SR 85 and MC 85 and is identified by the Maricopa County Assessor’s office as APN(s) 401-01- 016. Currently located within Maricopa County with a C-3 zoning designation, this property is within the City of Buckeye’s planning area. Should the annexation be approved, the assigned City of Buckeye zoning will be C-3. The property currently consists of a retail fuel station with a single-story convenience store and auto fuel canopy. This parcel is on a commercial lot and adjacent to the Buckeye Canal to the north and commercial zoned property to both the east and west. Beyond the Buckeye Canal to the north, it is anticipated that an approximately 214-acre site will be developed as a major industrial manufacturing development. This site is accessed from MC 85. The convenience store is located towards the northeast end of the property, with the auto fuel canopy in the center area of the property, fronting MC 85. The convenience store and fuel canopies occupy the entire parcel and no future phases are planned. The property fronts MC 85 and consists of an approximately 3,900 square foot convenience store, and a four-dispenser auto fueling canopy located along MC 85. Related services such as an air station are offered as part of the service station. The property is currently serviced by a private well and an on-site private wastewater system. If the annexation is approved there are plans to connect to the city water. On- site retention is generally located along the north property. The property has two drives, both along MC 85. Each entry is 40’ width to allow for entry and exit of delivery and fuel trucks. The trash enclosure is located at the east corner of the convenience store and refuse pick up will be provided by a private provider for disposal. The site allows for a safe and comfortable internal traffic flow around the fuel canopies. The convenience store is oriented to the southwest, facing MC 85. The main entry to the building is on the south side of the building. Existing parks and open space in the local communities will not be affected by this proposed annexation. In case of an emergency, this site is serviced by the City of Buckeye Fire Department. The nearest fire station is approximately 2 miles to the east. The internal circulation pattern of the proposed site is designed per code to provide proper lane width and turning radius for emergency vehicles. Similarly, this site will be serviced by the City of Buckeye Police Department. The nearest police sub-station is located 3 miles to the east. The current fuel canopy placement along MC 85 allows for visibility from the store as well as visibility from the street / intersection for safety. This allows monitoring of the overall site from the building and public roadways. This site has minimal impact on local schools as this parcel is surrounded by commercial and industrial development near its boundaries. There are no elementary schools, middle schools, or high schools adjacent to the site. Existing schools in the local community are not affected by this proposed annexation as it is an existing commercial business intended to service surrounding community members. The proposed annexation meets Arizona law governing annexations because the property is located within a City of Buckeye strip annexation area and it is surrounded by the annexing city on at least three (3) sides; thus, contiguity, shape and size requirements do not apply.
