AN ORDINANCE OF THE MAYOR AND COUNCIL OF THE CITY OF BUCKEYE, 
ARIZONA, 
APPROVING 
THE 
PRE-ANNEXATION 
AND 
DEVELOPMENT 
AGREEMENT DATED APRIL 7, 2026 BETWEEN GRAND VIEW BUCKEYE, LLC 
AN ARIZONA LIMITED LIABILITY COMPANY, VERRADO 310, LLC, AN 
ARIZONA LIMITED LIABILITY COMPANY, AND THE CITY OF BUCKEYE, AN 
ARIZONA MUNICIPAL CORPORATION RELATED TO THE GRAND VIEW 
ARIZONA DEVELOPMENT IN THE CITY OF BUCKEYE, ARIZONA.  
 
 
WHEREAS, by adoption of this Ordinance the Mayor and Council of the City of Buckeye, 
Arizona (“City”) desire to approve the Pre-Annexation and Development Agreement dated April 7, 
2026 between the City of Buckeye, an Arizona municipal corporation, Grand View Buckeye, LLC, 
an Arizona limited liability company, and Verrado 310, LLC and Arizona limited liability company, 
relating to the Grand View Arizona Development; and 
 
WHEREAS, the City is authorized by Ariz. Rev. Stat. § 9-500.05 to enter into development 
agreements. 
 
 BE IT ORDAINED, by the Mayor and Council of the City of Buckeye, Arizona, as follows:  
 
Section 1. 
The foregoing recitals are incorporated as if fully set forth herein. 
 
Section 2. 
The Pre-Annexation and Development Agreement dated April 7, 2026 
between the City of Buckeye, an Arizona municipal corporation, Grand View Buckeye, LLC, an 
Arizona limited liability company, and Verrado 310, LLC and Arizona limited liability company, 
relating to the Grand View Arizona Development (“Agreement”), is hereby approved in the form 
and substance on file with the City Clerk of the City of Buckeye. 
 
Section 3. 
This Ordinance, and consequently the Agreement, will be rescinded if any 
of the following occur: (i) the City does not approve the Grand View Arizona Community Master 
Plan (the “CMP”) immediately following the annexation of the Land by the City; or (ii) a verified 
referendum petition is filed with the City in the period required by applicable law challenging any or 
all of the Agreement, the related annexation, or the CMP and either the property owners elect not 
to proceed with annexation or the referendum successfully overturns the approval of all or any of 
the Agreement, the CMP, or the annexation. 
 
Section 4. 
The Mayor is authorized to execute the Agreement on behalf of the City, 
and all documents necessary in order to effectuate the intent of this Ordinance. 
 
Section 5. 
If any section, subsection, sentence, clause, phrase or portion of this 
Ordinance is for any reason held to be invalid or unconstitutional by the decision of any court of 
competent jurisdiction, such decision shall not affect the validity of the remaining portions thereof.

Section 6.  
The Mayor, City Manager, City Attorney, and City Clerk are hereby 
authorized and directed to take all steps and execute all documents necessary to carry out the 
purpose and intent of this Ordinance.  
 
PASSED AND ADOPTED by the Mayor and Council of the City of Buckeye, Arizona, this
