1. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL 
Vice Chair Anthony DiMascio called the meeting to order at 6:00 p.m. 
 
Members present:  Commissioner Gina Ragsdale, Commissioner Deanna Kupcik, Vice Chair Anthony 
DiMascio, Commissioner Donald Bassler, Commissioner Sebastian Trupiano 
participated virtually, Alternate Charles Hester was seated for District 1 
 
Members absent:   Chair Ted Burton, Commissioner Rebecca Puppe, Alternate Les Manuel  
 
Staff present:  
Planning Manager Ken Galica, Senior Planner Joseph Mueller, City Attorney Tosca 
Henry, Management Assistant Keri Hernandez 
 
 
2. MINUTES 
2A. APPROVAL OF MINUTES FROM THE JANUARY 27, 2026 PLANNING AND ZONING 
COMMISSSION REGULAR MEETING. 
A motion was made by Commissioner Kupcik and seconded by Commissioner Ragsdale to approve 
minutes as presented. Approval 6-0. Motion carried. 
 
 
3. CONTINUANCE AGENDA 
3A. GRAND VIEW ARIZONA – REZONE TO COMMUNITY MASTER PLAN (CMP) – PLZZ-23-0016 
Planning Manager Ken Galica presented and was available to answer questions from the Commission. 
On behalf of the property owner, Alen Beaudoin presented and was available to answer questions from 
the Commission. 
Vice Chair DiMascio asked for clarification on the landscape buffer. Mr. Galica confirmed that the buffer 
will be for the industrial portion of the project when adjacent to residential. 
A public hearing opened at 6:19 p.m. 
With there being no comments from the public, the public hearing closed at 6:19 p.m. 
A motion was made by Commissioner Bassler and seconded by Commissioner Kupcik to recommend 
approval to Mayor and City Council subject to conditions ‘a-j’. Approval 6-0. Motion carried. 
 
 
4. REGULAR AGENDA 
4A. PROJECT H20 - REZONE MODIFICATION OF STIPULATIONS – PLZM-25-0107 
Senior Planner Joseph Mueller presented and was available to answer questions from the Commission. 
A public hearing opened at 6:28 p.m. 
With there being no comments from the public, the public hearing closed at 6:28 p.m. 
A motion was made by Commissioner Ragsdale and seconded by Commissioner Kupcik to recommend 
approval to the Mayor and City Council subject to ‘a’ – l’. Approval 6-0. Motion carried.

5. COMMENTS FROM THE PUBLIC 
None 
 
 
6. PLANNING MANAGER REPORT AND SUMMARY OF CURRENT EVENTS 
Mr. Galica informed the Commission that the Buckeye Air Fair is February 13 – 15, and indicated the 
next Commission meeting will take place on Feb 24, 2026 
 
 
7. PLANNING AND ZONING COMMISSION SUMMARY OF CURRENT EVENTS 
Commissioner Kupcik reminded the board and public of the upcoming Air Fair. 
Commissioner Trupiano thanked Transportation staff for addressing his questions. 
Alternate Hester announced the arrival of his new granddaughter. 
 
 
8. ADJOURNMENT 
With there being no further business, Vice Chair DiMascio adjourned the meeting at 6:31 p.m.
