Project Overview Gilbert Blili PLLC, on behalf of the property owner, submitted a CUP application for a site located on Hazen Road. The purpose of the CUP is to establish a sand and mining operation and an ancillary batch plant. The site is 77 acres, with 63 acres anticipated for the mining operation, and 14 acres to remain as open space along the Gila River. 2. Purpose The purpose of the Citizen Participation Report is to summarize the citizen participation efforts for the CUP application. The plan for citizen outreach and the affected parties for the application are described in the Citizen Participation Plan which was submitted with the CUP application. 3. Outreach Efforts The purpose of the Citizen Participation Plan is to summarize the citizen participation efforts in connection with the application. The following is a list of the public outreach efforts for the CUP: First Notification and Neighborhood Meeting Notice Letter: A notification letter was mailed on December 2, 2025, to the property owners within 300 feet of the subject site and the homeowners associations and registered neighborhoods within 300 feet of the subject site. The letter was a notice that a CUP application was submitted to the City and that a neighborhood meeting was scheduled for these applications. The letter included information about the CUP application, neighborhood meeting information, and the proposed plan for the mining operation. The letter is included in the neighborhood meeting summary, which is further described below. There was no neighbor input generated from this notice letter. Neighborhood Meeting: The neighborhood meeting was held on December 18, 2025, at 6 p.m. at the Buckeye Chamber of Commerce, 508 Monroe Ave, Buckeye, AZ 85326. No neighbors attended the meeting. The neighborhood meeting summary was submitted to the City on December 29, 2025 – it is included as Appendix A. Planning & Zoning Commission Hearing Notices: The Planning and Zoning Commission hearing notices are scheduled for March 7-9, 2026, as listed in the Outreach Schedule below. The affidavits will be sent to the City of Buckeye upon completion of noticing. 4. The representative for the CUP application was present to provide information about the CUP and to present the latest site plan, which is included as Appendix B. The CUP request, PLZU-25-0006, is for the 77 acres that make up the site, which include APNS 400-37-003L and 400-37-003K. The purpose of the CUP is to allow sand and gravel mining and ancillary batch plant operations on the property, with the southern part of the site (approximately 14 acres) remaining as open space/natural vegetation. Excavation will occur throughout the mine’s operational life in response to demand for aggregate materials. The plan of operations for extraction is included herein. The site will be operated by GFT Ready Mix. The site is zoned Rural Residential. Rural Residential is an obsolete zoning district in Buckeye, and therefore may be converted to the Agriculture zoning district. Resource extraction is a Conditional Use within the Agricultural zoning district.
