Council to take action to ratify and approve the submission of a $1,500,000 Phoenix Urban Area Security
Initiative (UASI) application through the Arizona Department of Homeland Security for the purchase of a
new Hazardous Materials (HazMat) truck to replace a 2009 vehicle.

SUMMARY
PROJECT DESCRIPTION:
The BFMRD has an urgent need for a new HazMat truck to replace the 16-year-old failing truck that has
outlived its useful life. Through a UASI 2012 grant, a 2009 bread truck was converted into a HazMat
vehicle. The existing truck is proving to be unreliable as its aging parts are experiencing wear and tear.
In 2024, Buckeye Fire-Medical-Rescue Department provided mutual aid in 1,188 incidents and 112 calls
for service within Buckeye and its neighboring jurisdictions. These calls are anticipated to increase due
to the rapid growth within Buckeye and its neighboring cities. 
Calls for service include emergency responses to potential terrorist and/or mass catastrophic events
within the Phoenix area that hosts many high-profile events (e.g., the Superbowl, etc.). Buckeye is also
the closest response team to Palo Verde Nuclear Generating Station, one of the nation’s largest power
producers.  Palo Verde is located along the I-10 and State Route 85 arteries, which carry freightliners
transporting a wide variety of hazardous goods. It is vital that the BFMRD maintain a state-of-the-art
HazMat truck. The current technology is outdated, and the space is too small for the four HazMat
technicians whose air conditioning does not operate properly in a climate that frequently reaches in
excess of 115 degrees. Within the City of Buckeye, BRMRD has responded to hazardous materials
situations at Buckeye Union High School, as well as various warehouses and manufacturing facilities.  
BENEFITS:
The HazMat truck is vital in addressing incidents at warehouses, manufacturing companies, and
locations where chemical spills or hazardous materials releases may occur. Acquiring a new HazMat
truck is imperative to uphold the Buckeye Fire-Medical-Rescue Department commitment to providing
excellent service and ensuring the safety and protection of the community and neighboring jurisdictions
against events of mass catastrophic and terrorist events. 
FUTURE ACTION:
If awarded, the Award Agreement will be presented to City Council for acceptance and approval.

The grant portion is $1,500,000, and there is no required match for this grant.
