Council to take action on the Contract for Materials and Services (Contract No. 32600176) between the
City of Buckeye, an Arizona municipal corporation, and Motorola Solutions, Inc., a Delaware corporation,
to approve Quote No. 3396496 for Motorola Solutions - Brinc MSI Take Off Program - A Drone as First
Responder Program; and authorize the City Manager to execute and deliver said Contract on behalf of
the City of Buckeye.

SUMMARY
PROJECT DESCRIPTION:
The Buckeye Police Department is requesting approval to implement a Drone as First Responder (DFR)
program. This program will place drones at select fire stations across the city so they can be launched
immediately when a 911 call comes in. The total six-year program cost is $1,519,981, with the first year
provided at no cost.
The Drone as First Responder program will position drones at strategically located fire stations
throughout Buckeye. When a 911 call is received, a trained remote pilot can launch a drone within
seconds.
In many cases, the drone will arrive on scene before police or fire units. It will provide live video and real-
time information to responding personnel, helping them better understand what is happening before they
arrive.
This program includes drones, software, personnel training, technical support, and ongoing system
maintenance for a six-year subscription term.
The police department successfully deployed a drone at Fire Station 702 in 2025, establishing the
importance of a DFR program for maintaining a safe city. 
BENEFITS:
The Brinc MSI Take Off Program is a Drone as First Responder Program (DFR). Adopting this program

and equipment will provide significant improvements as follows:
Reduces response times through immediate aerial deployment
Provides real-time information to police and fire personnel before arrival
Increases safety for first responders by identifying risks in advance
Improves decision-making during emergencies
Uses resources more efficiently
FUTURE ACTION:
The first year of the program is provided at no cost to the City. Beginning in Year 2, the City will issue
annual purchase orders consistent with the approved contract amount.
FINANCIAL IMPACT STATEMENT:
The total six-year cost of the program is $1,519,981. No funding is required in Year 1. Funding will begin
in Year 2 and continue annually for the remainder of the contract term.
This investment includes Drone First Responder (DFR) Solution Design & Configuration, Hardware &
Software Deployment, Training for System Administrators, Pilots in Command (PIC), and Teleoperators,
Support and Project Documentation & Handover.
