PROJECT DESCRIPTION: 
1. Wendy Riddell of Berry Riddell LLC, on behalf of property owner, VWP Buckeye Owner LLC, is 
requesting annexation of three parcels of land totaling approximately 83.5 acres, located at 
the southeast corner of Interstate 10 and State Route 85 (see Exhibit A). As indicated in 
Exhibit D (Project Narrative). 
2. At a future hearing, following approval of the annexation, the applicant intends to request 
rezoning of the property from Single Family Residential 43 (R1-43) to Business Park (BP) with 
the intention of developing a commercial/light industrial development on the site.   
3. The blank petition for the proposed annexation was recorded on February 09, 2026 (Exhibit 
E). Per state law governing annexation, a public hearing providing any affected parties with 
an opportunity to comment on the request must be held at least 20, but no more than 30 
days following recordation of the blank petition. Holding the public hearing for this 
annexation on March 03, 2026, conforms to timing requirements established by state statute. 
The proposed annexation is expected to return to Council for consideration of approval on 
April 7, 2026.

hearing and 15 days prior to the end of the waiting period and site postings at least six (6) 
days in advance of the public hearing, as required by the Arizona Revised Statutes (ARS §9‐

deadlines established by state statute.

7. No public comment concerning the annexation request has been received to date.  
ANALYSIS: 
8. The subject property is presently located in the jurisdiction of Maricopa County and zoned 
Rural-43 (RU-43). Upon adoption of an annexation ordinance, the three parcels included 
within this request would be assigned City of Buckeye Single-Family Residential 43 (R1-43) 
zoning, the district most closely aligned with the property’s current County Rural-43 (RU-43) 
zoning designation.  
9. The property currently features a General Plan land use designation of Business Commerce, 
which may include both community and regional development. Zoning districts consistent 
with this designation include PO, C-2, C-3 and BP.    
10. The applicant has applied to rezone the property to Business Park (BP) with the intention of 
developing a commercial/light industrial development on the site. The rezoning will be 
considered by Council at a future public hearing. Approval of the annexation will in no way 
bind the Council to approve future rezoning requests.  
11. The annexation proposal meets eligibility for size, dimension, and contiguity requirements 
for annexations as outlined in ARS §9‐471. 
12. Once annexed, the property will be serviced by City of Buckeye Police, City of Buckeye Fire, 
and will be within the City of Buckeye sewer and water service areas.   
13. The property is located within the Buckeye Union High School and Buckeye Elementary School 
Districts. The proposed annexation has no anticipated impact on either school district.

14. The following City of Buckeye departments have reviewed and have found no outstanding 
issues with the application:  
a. Development Services, including Planning and Engineering/Survey 
b. Fire 
c. Police 
d. Public Works 
e. Water Resources 
RECOMMENDATION: 
15. City Council should conduct the required public hearing related to the annexation. No 
additional action is required at the March 03, 2026, meeting. 
16. The annexation will return to the City Council for consideration of the annexation Ordinance. 
Staff will recommend the Mayor and City Council approve the annexation Ordinance for the 
following reasons: 
a. Furthers goals of the Buckeye General Plan; 
b. Conformance with the Buckeye Development Code; and 
c. No outstanding issues from reviewing departments.
