Cindy Paddock of Colliers Engineering and Design, on behalf of property owner, Rainbow 121 LLLP, is requesting annexation of one parcel of land totaling approximately 3.5 acres, located about 220’ north of the northeast corner of Rainbow Road and Broadway Road (see Exhibit A), As indicated in Exhibit D (Project Narrative). 2. The property subject to this proposed annexation is just a small portion of a 470 acre site that the applicant intends to develop as a single-family residential neighborhood. Following approval of the annexation the applicant intends to submit for a rezoning of the subject 3.5 acres to bring it into a more compatible zoning district with the rest of the 470 acres. 3. The blank petition for the proposed annexation was recorded on February 9, 2026 (Exhibit E). Per state law governing annexation, a public hearing providing any affected parties with an opportunity to comment on the request must be held at least 20, but no more than 30 days following recordation of the blank petition. Holding the public hearing for this annexation on March 3, 2026, conforms to timing requirements established by state statute. AREA CONTEXT: 4. Table 1: Existing Land Use, General Plan Designation, and Zoning District: PUBLIC PARTICIPATION SUMMARY: 5. The applicant is required to provide notices at least six (6) days in advance of the public hearing and 15 days prior to the end of the waiting period and site postings at least six (6) days in advance of the public hearing, as required by the Arizona Revised Statutes (ARS §9‐ 471). Due to staff report submittal deadlines, required notices and site postings have not been completed as of February 10, 2026, but are scheduled for completion in advance of the deadlines established by state statute. No public comment concerning the annexation request has been received to date. ANALYSIS: 8. The subject property is presently located in the jurisdiction of Maricopa County and zoned Rural-43 (RU-43). Upon adoption of an annexation ordinance, the parcel subject to this request would be assigned City of Buckeye Single-Family Residential 43 (R1-43) zoning, the district most closely aligned with the property’s current County Rural-43 (RU-43) zoning designation. 9. The property currently features a General Plan land use designation of Neighborhood, which may include both community and regional development. Zoning districts consistent with this designation include SF-18, SF-10, SF-6, SF-3, SF-1, MF-1, MF-2, NMU, CMU, and C-1. The applicant intends to rezone the property to a district consistent with the Neighborhood designation prior to development. 10. The annexation proposal meets eligibility for size, dimension, and contiguity requirements for annexations as outlined in ARS §9‐471. 11. Once annexed, the property will be serviced by City of Buckeye Police, City of Buckeye Fire, and will be within the City of Buckeye sewer and water service areas. 12. The property is located within the Buckeye Union High School and Buckeye Elementary School Districts. While impacts to the school districts from the subject 3.5 acre annexation will be minimal the applicant will coordinate with the districts as the larger site develops. 13. The following City of Buckeye departments have reviewed and have found no outstanding issues with the application: a. Development Services, including Planning and Engineering/Survey b. City Council should conduct the required public hearing related to the annexation. No additional action is required at the March 3, 2026, meeting. 15. The annexation will return to the City Council for consideration of the annexation Ordinance. Staff will recommend the Mayor and City Council approve the annexation Ordinance for the following reasons: a. Furthers goals of the Buckeye General Plan; b. Conformance with the Buckeye Development Code; and c. No outstanding issues from reviewing departments.
