1. Introduction 
This Citizen Participation Report has been prepared by Fortescue (Applicant) in accordance 
with the Citizen Participation Plan developed in compliance with Section 8.2.3.H of the City of 
Buckeye (City) Development Code to document the results of public outreach completed in 
relation to the Stipulation Modification request (Application).  
The purpose of the Application is to propose the removal of a stipulation included in Ordinance 
18-23 which approved amending the zoning map from single-family rural residential 43 (SF-43) 
to Heavy Industrial (I-2). Ordinance 18-23 stipulated the property was to be developed as a 
hydrogen facility. This Application requests removal of the hydrogen restriction to allow for the 
development of any use consistent with the requirements of the I-2 zone and the Employment 
Designation to be permitted on this 157-acre parcel (APN 40166038).

2. Affected Parties 
Mailings required by the City were issued to owners of property located within 500 feet 
of APN 40166038. No homeowner associations or registered neighborhood 
organizations were identified within 500 feet.

The property owners within 500 feet include: Arizona State Department of 
Transportation, Arizona Department of Administration, City of Phoenix, and Phoenix 
Hydrogen Hub LLC (same as applicant). 
3. Community Participation 
Fortescue provided opportunities to learn about the proposal and participate in the application 
process through providing notices of applications, meetings, and hearings, hosting a 
neighborhood meeting, and participating in the Planning Commission and City Council public 
hearings related to the Application. 
3.1. Notice of Application  
A Notice of Application was mailed to the Affected Parties on November 14, 2025 (Attachment A). 
3.2. Notice of Neighborhood Meeting 
A Notice of Neighborhood Meeting was mailed to the Affected Parties on November 26, 
2025 (Attachment B). The notice was also posted on the City’s website. 
3.3. Neighborhood Meeting 
A Neighborhood Meeting was held on Thursday, December 11, 2025 from 6:00 pm to 7:00 
pm at the Heritage Café located at 409 Monroe Avenue in the City of Buckeye. 
The following information was available at the meeting: Sign in sheet, Project Narrative, and 
the Community Participation Plan. 
Two representatives of the applicant attended the meeting to discuss the application and 
respond to any questions. Joseph Mueller, Senior Planner, attended on behalf of the City of 
Buckeye. No members of the public attended. 
4. Upcoming Participation 
 
4.1. Public Hearings 
Signs was posted in two locations on the Property on January 20, 2026 with information on 
the time and place of the Planning and Zoning Commission and City Council hearings.

4.2. Notification Letters 
Notification letters will be issued to the Affected Parties and postmarked no later than 
January 21, 2026 with information on the date, time, and place of the Planning and Zoning 
Commission and the City Council hearings. Copies of the letter and the Affidavit of Mailing 
are provided in Appendix E. 
4.3. Legal Notice 
A legal advertisement was run in the January 21st edition of the West Valley View. A copy of 
the ad and the related affidavit is in Appendix F. 
5. Community Responses 
In response to the Notice of Application and the Notice of Neighborhood Meeting, the 
Arizona State Department of Transportation provided email correspondence acknowledging 
receipt of the notice and indicating the notice had been forwarded to the Southwest District 
Office (Appendix C). The address for the Public Hearing notices has been updated to the 
Southwest District Office. 
 
No other communication has been received from the Affected Parties.
