1. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL 
Chairperson Ted Burton called the meeting to order at 6:00 p.m. 
 
Members present:  Chair Ted Burton, Commissioner Gina Ragsdale, Commissioner Deanna Kupcik, 
Vice Chair Anthony DiMascio, Commissioner Donald Bassler, Alternate Charles 
Hester, Alternate Les Manuel seated for District 1 
 
Members absent:   Commissioner Rebecca Puppe, Commissioner Sebastian Trupiano 
 
Staff present:  
Planning Manager Ken Galica, Planner II Patricia Cooley, City Attorney Tosca Henry, 
Management Assistant Keri Hernandez 
 
 
2. ELECTION OF OFFICERS 
A motion was made by Commissioner Kupcik and seconded by Commissioner Ragsdale to nominate 
Ted Burton as Chairperson. Unanimous decision. 
A motion was made by Commissioner Ragsdale and seconded by Commissioner Bassler to nominate 
Anthony DiMascio as Vice Chairperson. Unanimous decision. 
 
 
3. MINUTES 
3A. APPROVAL OF MINUTES FROM THE DECEMBER 9, 2025 PLANNING AND ZONING 
COMMISSSION REGULAR MEETING. 
A motion was made by Alternate Manuel and seconded by Commissioner Kupcik to approve minutes 
as presented. Approval 6-0. Motion carried. 
 
4. CONTINUANCE AGENDA 
4A. AT&T CELL TOWER – CONDITIONAL USE PERMIT (PLZU-25-0003) 
Planner II Patricia Cooley presented and was available to answer questions from the Commission. 
A public hearing opened at 6:12 p.m. 
Beryl Shears of Western Pilot Service Inc requested that his previous opposition of this project be 
withdrawn. 
With there being no further comments from the public, the public hearing closed at 6:15 p.m. 
A motion was made by Alternate Manuel and seconded by Vice Chair DiMascio to recommend 
approval to Mayor and City Council subject to conditions ‘a-g’. Approval 5-1 with Commissioner 
Ragsdale voting nay. Motion carried. 
 
5. COMMENTS FROM THE PUBLIC 
None 
 
6. PLANNING MANAGER REPORT AND SUMMARY OF CURRENT EVENTS 
Planning Manager Ken Galica February confirmed Commission of the February 10th meeting and

 noted that the Buckeye Air Fair will take place February 13-15, 2026. Mr. Galica announced the recent 
promotion of Tosca Henry to City Attorney. 
 
7. PLANNING AND ZONING COMMISSION SUMMARY OF CURRENT EVENTS 
Commissioner Ragsdale commended Buckeye staff for the recent successful Buckeye Days event. 
 
8. ADJOURNMENT 
With there being no further business, Chair Burton adjourned the meeting at 6:19 p.m.
