Council to take action on the sale of a City-owned parcel of excess land at public auction.
SUMMARY
PROJECT DESCRIPTION:
In 2015, the City acquired a number of assets, including real property, from Valencia Water Company in
the Stipulated Final Order of Condemnation (Case No. CV2015-003816). Among the assets transferred
was the parcel of land, previously designated on the subdivision plat for Los Ranchitos De Los Conejos
as a well site parcel. An inquiry into the City’s need for the parcel was made by the owner of the
adjoining lot. Water Resources Staff evaluated the site and determined there was no future need for the
property. The parcel is functionally obsolescent as a stand-alone property: over 55% of the parcel is
encumbered by an irrigation and public utility easement and there is no legal access to the parcel.
BENEFITS:
The sale of the property will eliminate the cost and time for Water Resources to perform routine property
checks and vegetation management. The sale also stands to benefit the adjacent landowner north and
west of the parcel should this owner become the winning bidder. Removing excess land from the City’s
property holdings reduces liability.
FUTURE ACTION:
Posting the Invitation For Bids (IFB), opening and reviewing bids, awarding the property to the winning
bidder, and recording the deed transferring title.
FINANCIAL IMPACT STATEMENT:
Costs for the appraisal and advertising the bid invitation will not exceed $1,000. The City will receive a
minimum of $1,437 for the sale of the property.
