ACTION/MOTION: (This language identifies the formal motion to be made by the Council) 
Council to take action on Resolution No 17-26 approving the Intergovernmental Agreement (ADOT CAR
No.: IGA 23-0009334-I) between the City of Buckeye, an Arizona Municipal Corporation, and the State of
Arizona Department of Transportation, for the construction, management, operation and maintenance of
traffic interchange at the Interstate 10 (I-10) and Jackrabbit Trail intersection; and authorizing the City
Manager to execute and deliver said Agreement on behalf of the City of Buckeye.
SUMMARY
PROJECT DESCRIPTION:
Jackrabbit Trail is a north-south major arterial roadway through the City with a TI at I-10. The current
interchange configuration is the original one constructed when I-10 was built many years ago. The City
has been working with ADOT and the Maricopa Association of Governments (MAG) to upgrade the
interchange. In 2023, ADOT commenced a study to determine a preferred new interchange
configuration. The study recommended a standard diamond interchange (similar to the Verrado Way
interchange) shifted slightly to the east to avoid the flood control channel on the west side of Jackrabbit
Trail.
In 2024, ADOT began the final design of the recommended interchange. The design should be
completed in early 2026 and will include three (3) through lanes in each direction on Jackrabbit Trail and
dual left turns to access the freeway. ADOT has decided to construct the project via the Construction
Manager at Risk (CMAR) process and is currently in the process of selecting a Contractor. Construction
should commence in Spring of 2026. The interchange improvements will match into the City’s CIP
project for Jackrabbit Trail/McDowell Road and upon completion will provide three through lanes in each
direction on Jackrabbit Trial from I-10 to Thomas Road.
BENEFITS:
This IGA establishes an agreement between ADOT and City to construct the needed Jackrabbit Trail/I-
10 TI. Upon completion of the construction work, the City will take over the responsibilities of maintaining
Jackrabbit Trail. This will ensure that Jackrabbit Trail has a consistent appearance through the City – the
Public Works Department can continue through the interchange when performing maintenance activities
on Jackrabbit Trail rather than skip over the ADOT portion. With control of the traffic signals, the City can
monitor and adjust the traffic signal timing as necessary to ensure efficient flow along Jackrabbit Trail.
FUTURE ACTION:
There will not be any future action associated with this IGA as it identifies that the City will take over
maintenance responsibilities at the completion of the construction.
FINANCIAL IMPACT STATEMENT:

Upon completion of the Project, there will be a monthly electrical bill from APS for the traffic signals and
roadway lighting. There will also be some routine maintenance of the roadway and landscape area
(street sweeping, weed suppression and litter control), as well as maintaining the traffic signal and
streetlights. The annual total cost is estimated to be $42,000, as follows:

CURRENT FISCAL YEAR TOTAL COST:
There will not be any current fiscal year impact with this IGA as the project completion is scheduled for
