Council to take action on the removal of Linda Miglio as a Resident Member of the Judicial Selection
Advisory Board, the appointment of Grayling Jordan as a Resident Member of the Judicial Selection
Advisory Board, and the Reappointment of the following Members of the Judicial Selection Advisory
Board: Lori Stokes as a Resident Member, Craig Jennings as the Municipal Presiding Judge Member,
Kevin Wein as the Maricopa County Superior Court Judge Member, and Joel England as the Maricopa
County Bar Association Member, all with a term expiration date of December 2028.
SUMMARY
PROJECT DESCRIPTION:
The City encourages community involvement in our programs through our boards and commissions.
Members are removed when they no longer meet the minimum requirements to serve, they do not meet
a minimum attendance record, they have served two consecutive full terms, or if they resign. Linda Miglio
has submitted her notice of resignation. In order to fill the open seat vacated by Ms. Miglio, the City
advertised multiple times through our social media outlets and also encouraged Buckeye Civic Institute
members and past participants to apply. Grayling Jordan will serve his first term as a Resident Member,
and the remaining Judicial Selection Advisory Board (JSAB) Members are eligible to serve one more
term. Mr. Jordan's application was reviewed by City staff that manage the JSAB, and his appointment
has been recommended. 
Pursuant to Article 5-3 of the City Code: 
A. The judicial selection advisory board shall be composed of the following:
1. The presiding judge of the Superior Court of Maricopa County or his or her designee;
2. A member of the Maricopa County Bar Association who shall be nominated by the council from among
three (3) nominees recommended by the Association's Board of Directors;
3. A presiding judge of a municipal court of another municipality who shall be nominated by the council;
4. Two (2) public members who are nominated by the council and who are residents of the city. Neither
of the public members shall be an employee of the city; and
5. The city human resources director, who shall be a non-voting member.
B. Members shall be subject to approval by the council. Members shall serve a term of three (3) years
and shall be eligible for nomination and appointment for one (1) additional three (3) year term. The
members shall serve without salary or compensation.
The JSAB exists to evaluate and make recommendations with regard to the selection of the best
qualified individuals for the position of presiding judge and the performance of incumbent presiding

judges applying for reappointment.
