ACTION/MOTION: (This language identifies the formal motion to be made by the Council) 
Council to hold a public hearing only to receive input on housing and community development challenges
and needs in the City of Buckeye to help inform how the City will administer the Community
Development Block Grant (CDBG) program, which is funded through the US Department of Housing and
Urban Development (HUD) under Title I of the Housing & Community Development Act of 1974, as
amended.
SUMMARY
PROJECT DESCRIPTION:
The City anticipates receiving approximately $500,000 in housing and community development funds
from HUD in 2026. Prior to receiving those funds, the City must develop a Five-Year Consolidated Plan,
which sets priorities for allocating those funds among housing and community development activities
(e.g., public services, economic development initiatives, and infrastructure improvements).
This public hearing will allow participants to review and comment on the City's Citizen Participation Plan,
which outlines how the City has and will engage the community during the development of the Five-Year
Consolidated Plan.
The Five-Year Consolidated Plan is designed to help local jurisdictions assess affordable housing,
infrastructure improvements, and economic development needs and market conditions, and to make
data-driven, place-based investment decisions. The consolidated planning process serves as the
framework for a community-wide dialogue to identify the aforementioned needs and priorities that align
and focus funding from the Community Planning and Development (CPD) formula block grant programs,
including the CDBG program. 
BENEFITS:
To meet the needs of the City of Buckeye in the areas of public services, economic development
initiatives, and infrastructure improvements, as well as assess affordable housing needs. This hearing
allows citizens to review and comment on the City's Citizen Participation Plan to outline how the City has
and will engage the community. 
FUTURE ACTION:
To develop a Five-Year Consolidated Plan setting priorities for allocating funds. 
FINANCIAL IMPACT STATEMENT:
Future allocations of the CDBG entitlement is anticipated to be approximately $500,000 annually with no
match requirement.
