Council to take action on funding three Economic Development Catalyst Program applicants for the
combined amount of $87,150, plus certain City fees eligible for reimbursement.
SUMMARY
PROJECT DESCRIPTION:
The Economic Development Catalyst Program serves as an initiative aimed at revitalizing existing
commercial and industrial properties within the City of Buckeye. Under this Program, eligible projects can
receive up to $50,000 in City funding to reimburse qualifying improvement costs. Additionally, certain
City fees, including those for permitting, are eligible for reimbursement. Qualifying projects are mandated
to serve an economic development purpose as determined by the city and further defined by the
Program Guide. Eligibility encompasses all commercial and industrial properties within Buckeye's
municipal boundaries, excluding residential properties.
Over the last 12 years, the Catalyst Program has assisted 47 businesses, resulting in the completion of
58 projects. This initiative has significantly enhanced both the appearance and economic success of
these businesses. The Economic Development Catalyst Program reimburses property owners for pre-
approved work up to a maximum of $50,000. Applicants are required to provide a 25% match for the first
$25,000 of the requested funds and a 50% match for the second $25,000.
Tonight's update will include updates to the program guide with regards to application period,
procurement updates, and qualifying businesses.  Staff worked with interested parties and collected
applications that were reviewed by a committee composed of City staff, members of the Mainstreet
Coalition, and members of the Buckeye Valley Chamber of Commerce evaluated three applications. Of
the applications received, three are recommended for Mayor and Council's consideration.
Catalyst Projects:
Buck's Car Wash - Paint all exterior trim, curbing and fencing, approximate project cost of $4,200; of
which $3,150, plus certain City fees, are eligible for reimbursement through the program.
All Faith Community Services - Repair stucco, paint building, install new metal siding and add stone
accents. Remove and install new windows and doors. Install new exterior security lighting. approximate
project cost of $75,000; of which $50,000, plus certain City fees, are eligible for reimbursement through

the program.
Liquor Corral - Repair sign on building façade, large monument sign along Monroe and small drive
through sign. Repair metal cladding and beams at entry. Install new drive through window. Approximate
project cost of $53,000; of which $34,000, plus certain City fees, are eligible for reimbursement through
the program.
BENEFITS:
The program aims to generate additional jobs and sales taxes for the city by assisting local businesses
with these redevelopment projects. Additionally, it seeks to beautify the City's commercial areas and
enhance the aesthetic appeal of the surrounding neighborhoods.
FUTURE ACTION:
If awards are approved, staff will regularly report on the project's status and completion.
FINANCIAL IMPACT STATEMENT:
Upon successful completion of these projects the City anticipates additional sales tax revenues.
