ACTION/MOTION: (This language identifies the formal motion to be made by the Council) 
Council to take action on Resolution No. 12-26 approving the Intergovernmental Agreement with the
Arizona Board of Regents, for and on behalf of Arizona State University ("ASU"), for ASU to study the
economic impacts of the 2026 Buckeye Air Fair; and authorizing the City Manager to execute and deliver
said Agreement and related documents on behalf of the City of Buckeye.
SUMMARY
PROJECT DESCRIPTION:
The Buckeye Air Fair is a signature event hosted by the City of Buckeye, which brings thousands of
people throughout the 3-day event. Last year, the Buckeye Air Fair drew 36,000 people for the weekend.
The city would like to partner with Arizona State University (ASU) through their School of Community
Resources & Development to complete an analysis of the economic impacts of the Buckeye Air Fair.
This study will provide useful information to the city on the return on investment of budgeted funds for the
event. The total cost for ASU to complete the study is $84,833. As part of the study, students from ASU
will survey event visitors, vendors, and pilots to determine the economic impact gained by dollars spent.
ASU will use the information from the survey and other data provided by the city to prepare the analysis.
ASU will prepare a report that includes an executive summary, introduction and statement of project
goals, methodology of data collection, visitor survey results, breakdown of expenditures and revenues,
economic impact analysis, including the impacts of the event on hotels, restaurant/dining, and shopping,
implications of the data, and recommendations to the city on moving forward based on study results for
future events. The report will be provided to the City no later than June 30, 2026.
BENEFITS:
This study will provide useful information to the city on the economic impacts of the Buckeye Air Fair and
the return on investment. Responses from the survey will also provide useful information to the city on
how improvements can be made to enhance the visitor experience for future events.
FINANCIAL IMPACT STATEMENT:
The study, which will cost $84,833, was included as a part of the current year budget.  The economic
impact of the Buckeye Air Fair will be available following the completion of the study.
