Council to take action on Resolution No. 10-26 approving the West Valley Fire Apparatus
Intergovernmental Agreement with the Arizona Fire & Medical Authority, the City of Avondale, the City of
El Mirage, the City of Glendale, the City of Goodyear, the City of Peoria, the City of Surprise, the City of
Tolleson, the Daisy Mountain Fire and Medical District, and the Sun City Fire District; and authorizing the
Mayor to execute and deliver said Agreement on behalf of the City.
SUMMARY
PROJECT DESCRIPTION:
The IGA requires borrowing agencies to use the loaned equipment for the sole purpose of fire
prevention, fire fighting, and life-saving treatment and transportation. The borrowing agency must comply
with all national, state, municipal, police and other laws, ordinances and regulations in any way relating
to the possession, use or maintenance of the loaned equipment. The lending agency retains
ownership/title to the loaned equipment and the borrowing agency will not have a right to possess the
loaned equipment except as noted in the agreement.
The borrowing agency will not be responsible for damage caused from ordinary wear and tear, but must
pay all applicable operating costs necessary for its use of the loaned equipment, and, will not alter, add,
or allow any other party to alter or add to the loaned equipment in any way without prior written approval
of the lending agency. Borrowing agency is responsible for picking up the loaned equipment from the
lending agency's designated facility.
BENEFITS:
By pooling equipment, critical tasks can be performed simultaneously rather than sequentially, which
reduces overall time on the scene and minimizes risk. This prevents duplication of efforts and ensures
the right resources are deployed to where they are needed most. Smaller or rural departments with
limited budgets or staffing can access specialized equipment from larger agencies during major
incidents, which is vital when local resources are insufficient. Sharing resources can lead to significant
cost savings in equipment procurement, maintenance, and training, as not every agency needs to own
every type of specialized apparatus. A more coordinated and efficient response leads to enhanced safety
for both the public and the first responders themselves, with better communication and a stronger
support network. Overall, multi-agency apparatus use leverages collective strength to manage a wider
array of emergency scenarios, from large structure fires to natural disasters and mass casualty
incidents.

No future action is anticipated.

Additional financial impact is not anticipated above and beyond normal wear & tear maintenance of
apparatus.
