Council to receive a summary of the 2025 Water and Wastewater Rate Study and Recommendations.

SUMMARY
PROJECT DESCRIPTION:
In 2024, the City of Buckeye Finance Department contracted with Willdan Financial Services to begin a
comprehensive rate study for the Water and Wastewater Utilities. The study was moved to the Water
Resources Department in May 2025. In July 2025, Buckeye City Council formed the 2025 Citizen Water
and Wastewater Rate Committee (WRC) to evaluate the findings of the study and make an official
recommendation to Council. On October 9, 2025, the WRC voted unanimously to recommend to Council
certain rates, rate structures, and rate cycles. Between October 2025 and December 2025, the Water
Resources Department and the WRC have met with residents, business owners, and HOAs to receive
additional feedback on the recommended rates. 
The purpose of this workshop is to present to Council the details of the rate recommendations including
subsequent recommendations based on public feedback. 
BENEFITS:
Maintaining transparency and awareness of utility rate activity and needs.
FUTURE ACTION:
Staff will request Council to issue a Notice of Intent (NOI) on February 3, 2026.
FINANCIAL IMPACT STATEMENT:
As a workshop item, there is no action or direct financial impact.  The presentation and discussion will
help guide future actions on Water and Wastewater rates.
