ACTION/MOTION: (This language identifies the formal motion to be made by the Council) 
Council to take action on Change Order # 2 to the Cooperative Contract Purchase Addendum (CCPA
No. 32600073) between the City of Buckeye, an Arizona municipal corporation, and Arizona West
Builders and Communications, Inc., an Arizona corporation, relating to the Capital Improvement Program
(CIP) Project No.100970 Communication Tower - Festival WRF; and authorize the City Manager to
execute and deliver said Change Order on behalf of the City of Buckeye.
SUMMARY
PROJECT DESCRIPTION:
Change Order  # 2 is being brought forward solely to reinstate scope of work from the previously City
Council–approved construction contract for Capital Improvement Program (CIP) Project No. 100970 –
Communication Tower – Festival WRF due to expiration of the original Cooperative Contract Purchase
Addendum (CCPA) under Contract No. 2025251.
Change Order # 2 provides the funding necessary to proceed with construction of the 250-foot
communication tower, equipment shelter, and associated equipment, cabling, and support infrastructure,
consistent with the originally approved scope. This action does not authorize new scope or modify the
approved project intent; it re-establishes a contract for the scope through an updated CCPA to allow
construction to move forward.
BENEFITS:
The project provides enhanced wireless communication infrastructure to serve the rapidly growing area
adjacent to the project site. This critical infrastructure supports public safety communications and
dispatch operations for the Southwest region, west of the White Tank Mountains, improving coverage,
reliability, and emergency response capabilities.
FUTURE ACTION:
Upon City Council approval of Change Order # 2 and execution of the updated Cooperative Contract
Purchase Addendum (CCPA), staff will proceed with construction activities for Capital Improvement
Program (CIP) Project No. 100970 – Communication Tower – Festival WRF and continue coordination
through project completion. No additional City Council action is anticipated.
FINANCIAL IMPACT STATEMENT:
The proposed Change Order No. 2, in the amount of $1,533,709.89, is required due to the expiration of
the initial Cooperative Contract Purchase Addendum (CCPA). As a result of this expiration, the prior

contract will be cancelled for administrative purposes and replaced with an updated CCPA to allow the
project to proceed. Funding will be provided through the FY 2026 programmed Capital Improvement
Program (CIP) budget for this project.
CURRENT FISCAL YEAR TOTAL COST:
The proposed Change Order # 2, in the amount of $1,533,709.89, is required due to expiration of the
