Council to take action on the Contract for Materials and Services (No. 32600129) between the City of
Buckeye, an Arizona municipal corporation, and VLS Environmental Solutions LLC., a Delaware limited
liability company, related to non-hazardous liquid waste and biosolids disposal ; and authorize the City
Manager to execute and deliver said Contract on behalf of the City of Buckeye.
SUMMARY
PROJECT DESCRIPTION:
Water Resources staff is requesting Council approval of Contract No. 32600129 with VLS Environmental
Solutions LLC for the disposal of biosolids byproduct produced by the City's five water treatment
facilities. If approved, these services will be provided in an amount not to exceed $250,000 in the first
year, $350,000 in FY27, $450,000 in FY28, $550,000 in FY29, and $650,000 in FY30.
The water treatment process at all five City-operated facilities creates both a liquid and biosolid residual
that must be properly disposed of in accordance with their designated operating permit requirements.
Each facility has an active Biosolids Management Plan prepared to ensure compliance with these
permits. The Plan outlines the process for disposal that ensures public safety, worker safety, reliable
service, and compliance with regulatory requirements. Part of this plan is the transport of the biosolid
residuals to a landfill for proper disposal. Approval of this contract will ensure compliance is maintained.
This is one of four contracts selected through the competitive bidding process.
