Council to take action on the removal of Randal Kidd as a Regular Member of the Community Services
Advisory Board (CSAB) and the removal of Douglas McDonald as an Alternate Member (District 3) of the
Planning and Zoning Commission.
SUMMARY
PROJECT DESCRIPTION:
The City encourages community involvement in our programs through our boards and commissions.
Members are removed when they no longer meet the minimum requirements to serve, they do not meet
a minimum attendance record, they have served two consecutive full terms, or if they resign. Randal
Kidd has submitted his notice of resignation. Douglas McDonald has notified staff he no longer resides in
District 3.
In 2023, the Community Services Advisory Board was combined with the Library Advisory Board. This
action resulted in a temporary increase to the board membership which was set at 11.  The CSAB
amended their bylaws to increase the membership to accommodate Library Board Members that were
interested in serving in this broader capacity. The increased board membership was temporary, and as
member terms end, the number of board members on the roster will be reduced back to 11. With this
resignation, CSAB will have 11 members, and there will be no current vacancies.
Douglas McDonald has notified staff he no longer resides in District 3, which is the District he represents
as a Planning and Zoning Commission Alternate Member.
