and in infill areas that require careful planning to provide
adequate water supply and wastewater services.
The 2025 Integrated Water Master Plan (2025 IWMP)
contains the infrastructure plan recommendations
for the 2030, 2035, and 2040 planning periods.

Developments, Outside of

To develop the infrastructure plan, water demand projections were
established for land areas that have legal water resources and
therefore can develop. Then, water and wastewater hydraulic models
were prepared to evaluate the capacity of existing infrastructure and
determine the infrastructure requirements for future development.
Infrastructure projects were defined and assigned to planning
periods with growth related triggers where appropriate. The City
will determine which projects go into the City’s Capital Improvement
Program (CIP) and which projects will be funded for by developers.
The City will determine the costs of projects in the CIP.

Water Resources Strategies that Develop
Renewable Supplies are Critical for the
City to Continue to Grow
Designation of Assured Water Supply (DAWS)
The City has a goal to obtain a DAWS in one or more Water Planning
Areas (WPA) in the City. A DAWS provides assurance to developers
that the City has taken responsibility to provide a water supply to the
development for the next 100 years. The City is pursuing an alternative
approach (called an ADAWS) provided by ADWR to satisfy the five
requirements to obtain a DAWS.
Additional water supplies may come from one
or more of the following sources:
• The Harquahala Groundwater
Basin.
• Reclaimed water in the form of:
» Non-potable reuse (NPR), ie.,
used for irrigation.
» Indirect potable reuse (IPR), ie.,
aquifer storage and
potable water recovery.
» Advanced water treatment.
• Roosevelt Irrigation District (RID).
• Buckeye Water Conservation
and Drainage District (BWCDD).
• Ag to Urban program.
• Buckeye waterlogged area
(BWLA).
• Priority 3 or 4 Colorado River
water.
• Verde River Sediment Mitigation
Project (raising the Bartlet Dam).
• Long-term storage credits
(LTSC).
• Colorado River Indian Tribe
(CRIT).
• Partnerships with other
communities.
• Regional projects.
• Groundwater.
• Central Arizona Project (CAP) water.
• Reclaimed water.
• Long-term storage credits derived
from reclaimed water.
Buckeye’s water resources
portfolio includes the
following:
Developments secure water resources by obtaining
a Certificate of Assured Water Supply (CAWS) from
the Arizona Department of Water Resources (ADWR).
Certificates are associated to a specific lot, cannot
be transferred, and will not expire. Certificates that
have already been issued for undeveloped lots
provide significant growth potential for the City.
Water Resource Recommendations
The following recommendations are made for water resource planning and to obtain a DAWS:
1. Maximize underground water storage near
recovery wells.
2. Develop reclaimed water recharge and recovery
projects to use all reclaimed water.
3. Obtain a surface water supply from the Verde River
Sediment Mitigation Project.
4. Pursue water exchanges with Priority 3 or 4 CAP
water or CRIT leases.
5. Bring Harquahala groundwater to the City.
6. Exchange water resources with
neighboring communities.
7. Negotiate with RID and BWCDD for water supply
and conveyance opportunities.
8. Require developments to bring renewable
supplies to develop.
9. Strengthen the City’s water conservation program,
through public policy to reduce demand.
10. Implement actions to obtain a DAWS in part of the
City, working with ADWR to implement alternative
approaches.
Criteria to obtain a DAWS:
• Physical, continuous, legal water
availability.
• Adequate water quality.
• Financial capability.
• Demonstrate consistency with the
management goal of the Phoenix
Active Management Area.
• Meet water conservation
requirements of the
Phoenix AMA.

Demand Projections Were Prepared for Land
that has the Water Resources to Develop
Lands must have a water resource before platting and development can occur. Lands are classified below to identify
where development can occur under current water resource regulations:
• Grandfathered – land that was developed before the
1980 Groundwater Management Act.
• Developed – Developed land that has a water
resource.
• Developing – Land with recorded, undeveloped lots
from a CAWS.
• CAWS not required – Land assumed to not be
subdivided into six or more lots, usually commercial or
industrial land.
• No water resource – Land that does not have a water
resource identified.
In the 2025 IWMP, land that is projected to develop
in each planning period will come primarily from the
Developing and CAWS not Required categories. Land
areas in WPA 4A and 4B can now develop under the
recently approved Ag to Urban program. If an ADAWS is
approved by ADWR then additional lands may develop.

To aid in planning infrastructure and water supplies,
the City was divided into WPA 1, 2, 3, 4A, and 4B.
Development timing has been estimated based on
development plans for new development areas and
proximity to developed infrastructure for infill.

Infrastructure Plan by Water Planning Areas

Sun City Festival
The Sun City Festival Development is located in WPA 1 just south of the CAP canal. The development is
approximately half developed and has stand-alone water, wastewater, and reclaimed water systems.
Water
Although Sun City Festival is currently supplied by wells, in the future it could be supplied by a surface water
treatment plant that takes water from the CAP canal if the City obtains water resources that will be delivered via the
CAP canal. If constructed, the surface water treatment plant will likely also serve developments farther south. The
following water infrastructure projects are recommended:
2030 Planning Period
• 12-inch mains – 2,900 ft.
• 16-inch mains – 4,400 ft.
• Land for surface water
treatment plant.
2035 Planning Period
• 12-inch mains – 6,700 ft.
• 16-inch mains – 24,700 ft.
2040 Planning Period
• Surface water treatment plant.
• Raw water pipeline from the
CAP canal to the surface water
treatment plant.
Wastewater
The wastewater collection system infrastructure that is planned through 2040 consists of expanding the Sun City
Festival Water Reclamation Facility (WRF) and adding gravity sewer mains. The following wastewater infrastructure
projects are recommended:
2030 Planning Period
• 15-inch gravity sewer mains to
prevent future capacity limitation –
7,900 ft.
• Festival Ranch WRF expansion to
2 mgd.
• 15-inch gravity sewer mains –
10,500 ft.
2035 Planning Period
• 15-inch gravity sewer mains –
7,600 ft.
2040 Planning Period
• 15-inch gravity sewer mains –
8,000 ft.
Reclaimed Water
The current reclaimed water system consists of a pump station and pipeline that delivers reclaimed water to an
irrigation system. Excess reclaimed water is delivered to the Wagner Wash for recharge with no long term storage
credit. In the future, reclaimed water will be delivered to a recharge facility and underground storage facility
(collectively referred to as a USF) to accrue LTSCs. The following reclaimed water infrastructure projects are
recommended:
2030 Planning Period
• Sun City Festival water reclamation facility and USF – 2,000 afy.
• 16-inch pipeline from the CAP canal to the recharge facility – 1,700 ft.
• 6 mgd reclaimed water booster station at the Sun City Festival WRF.
• 16-inch pipeline from the Sun City Festival WRF to the underground storage facility.
The IWMP does not replace engineering design in compliance with Buckeye
Engineering Design Standards and code requirements.

Floreo at Teravalis (Floreo)
The Floreo development is located in WPA1. The first phase of the development is currently being constructed.
Water
The following water infrastructure projects are recommended:
2030 Planning Period
• Four groundwater wells –
800 gpm.
• 8-inch raw water pipelines from
wells to the central groundwater
treatment facility – 9,950 ft.
• Arsenic treatment facility.
• Groundwater storage tank –
3.2 MG.
• Pump station – 8.5 MGD.
• 12-inch water mains – 20,400 ft.
• 16-inch water mains – 12,250 ft.

• Three groundwater wells –
800 gpm.
• 8-inch raw water pipelines from
wells to the central groundwater
treatment facility – 9,100 ft.

• 12-inch water mains – 19,750 ft.
• 16-inch water mains – 13,400 ft.
• 24-inch water main from the CAP
WTP to Floreo – 21,700 ft.
• One groundwater well - 800 gpm.

wells to the central groundwater
treatment facility - 3,100 ft.
Wastewater
The Floreo wastewater treatment strategy begins with a vault and haul to another WRF. When flows are high enough,
a package wastewater treatment plant will be used until flows are high enough for a permanent membrane bio
reactor (MBR) WRF. The following wastewater infrastructure projects are recommended:
2030 Planning Period
• 15-inch gravity sewer mains –
2,500 ft.
• 18-inch gravity sewer mains –
400 ft.
• 24-inch gravity sewer mains –
4,800 ft.
• 0.3 mgd package wastewater
treatment plant.
• 1.2 mgd WRF.
2035 Planning Period
• 12-inch gravity sewer mains -
3,700 ft.
2040 Planning Period
• 15-inch gravity sewer mains –
9,600 ft.
Reclaimed Water
A spreading basin to recharge reclaimed water from the Floreo WRF will be constructed. The location of the
recharge facility will be close to potable wells where possible to maximize the LTSCs that can be obtained
from the recharge facility. The following reclaimed water infrastructure projects are recommended:
2035 Planning Period
• 540 gpm USF.
• 12-inch reclaimed water pipeline – 5,370 ft.
• 2-mgd pump station.

Tartesso
Tartesso is a stand-alone development located in WPA2. The development is currently being served by
three wells, a fluoride treatment facility, and ground storage tank. Multiple developments are planned to
the north and east of the existing development. The water and wastewater systems are planned to serve
the adjacent developments. The West Phoenix Estates development to the south of Tartesso may some
day be connected to Tartesso.
Water
The following water infrastructure projects are recommended:
2030 Planning Period
• 3 wells – 1,200 gpm each.
• 8-inch raw water mains – 12,200 ft.
• 2 PRV stations with 6-inch PRV
is the larger of two PRVs in the
station.
• 12-inch water mains –
25,131 ft.
• 16-inch water mains –
5,850 ft.
2035 Planning Period
• 4 MG storage facility at the
Tartesso or other facility.
• 3,000 gpm pump station at the
Tartesso or other facility.
• Groundwater treatment facility –
3 mgd at the Tartesso or other
facility.
• 12-inch water mains –
29,500 ft.
• 16-inch water mains –
16,650 ft.
2040 Planning Period
• 12-inch water main – 12,400 ft.
Wastewater
The Tartesso wastewater collection system and treatment facility will be expanded to serve additional adjacent
developments. The following wastewater infrastructure projects are recommended:

6,000 ft.
• 36-inch gravity sewer mains –

The Tartesso recharge facility needs to be expanded to handle the additional reclaimed water flows.

Water
The Central area comprises WPAs 3, 4A, and 4B and is the largest developed area in Buckeye. The Central Buckeye
water system is interconnected except for the airport and Bulfer areas. However, the Cipriani area is planned to start
developing in the next several years and will initially be a separate water system. The Central area is expected to be
supplied by wells through 2040.
The following water infrastructure projects are recommended:

• 12-inch water mains – 15,800 ft.
• 16-inch water mains – 98,300 ft.
• 8 mgd RO treatment at the
Farallon water production facility.
• Arsenic treatment capacity
expansion at the Airport water
production facility. Capacity not
determined.

Wastewater
The Central Wastewater system currently includes the Central and Sundance WRFs. A future WRF called WRF 3
is planned to treat wastewater that originates west of SR 85. In the future, a package wastewater treatment plant
may be located in Cipriani until the industrial growth in this development can be connected to WRF 3. A WRF 4
(Grand View) east of SR 85 is an option that the may be constructed.
The following wastewater infrastructure projects are recommended:
2030 Planning Period
• 2 mgd lift station in Basin 3,
located west of SR 85.
• 8-inch force main – 8,000 ft.
• Central WRF expansion,
from 4.5 to 6.0 mgd.
• Sundance WRF expansion,
from 3.6 to 6.0 mgd.
• 100 gpm lift station on 313th Ave
and Lower Buckeye Road.
• 0.6 mgd package wastewater
treatment plant at Southern Ave
and Johnson Road, Option 1.
• Lift station at Johnson Road and
the Roosevelt Canal – 6 mgd.

Reclaimed Water
The current reclaimed water system delivers reclaimed water for irrigation and to the RID canal to obtain LTSCs.
However, not all of the reclaimed water generated in Central Buckeye is beneficially reused because a portion
of the reclaimed water is discharged to the Arlington canal and this reclaimed water should be delivered to the
RID canal as a priority. The infrastructure improvements are planned so that Buckeye can fully benefit from the
reclaimed water generated in Central Buckeye.
The following reclaimed water infrastructure projects are recommended:
2030 Planning Period
• 8-inch reclaimed water mains –
4,600 ft.
• 12-inch reclaimed water mains –
1,300 ft.
• 16-inch reclaimed water mains –
21,600 ft.
• 20-inch reclaimed water main from
the Central WRF to the Buckeye
Canal – 35,800 ft.
• Central WRF reclaimed water
pump station – 4,800 gpm.
• Sundance pump station upgrade –
1,500 gpm.
• 16-inch reclaimed water mains –
6,400 ft.
• Seven Aquifer Storage and
Recovery (ASR) wells – 680 gpm
each.
• Pump station at the Tract A storage
tank – 1 mgd.
2035 Planning Period
• Five ASR wells – 680 gpm each.
• Pump station at WRF 3 – 4 mgd.
• 12-inch reclaimed water mains –
5,400 ft.
• 16-inch reclaimed water mains –
