ACTION/MOTION: (This language identifies the formal motion to be made by the Council) 
Council to take action on the AOPA Fly-In at Buckeye Agreement between the City of Buckeye, an
Arizona municipal corporation, and the Aircraft Owners and Pilots Association (AOPA), a New Jersey
non-profit organization; and authorizing the City Manager to execute and deliver said Agreement on
behalf of the City of Buckeye.
SUMMARY
PROJECT DESCRIPTION:
The City has worked with the Aircraft Owners and Pilots Association (AOPA) on coordination of the
Buckeye Air Fair since 2023.  This agreement provides the framework for the City of Buckeye and the
AOPA to coordinate future Buckeye Air Fair events at the Buckeye Municipal Airport.  AOPA will be
providing several components to enhance the event, including aviation vendors and exhibitors, aircraft
displays, and educational forums for pilots, such as safety seminars.  The agreement outlines the roles
and obligations of AOPA and the City of Buckeye with AOPA handling the majority of the components
related to aviation and the City of Buckeye providing components related to special events, such as a
security plan, vehicle parking, food vendors, Kid’s Zone entertainment area, Aviation Academy, portable
toilets, tents, and other non-airside activities.
BENEFITS:
The addition of the Aircraft Owners and Pilots Association (AOPA) to the Buckeye Air Fair enhances the
event experience by adding a national level general aviation resource to provide components including
aviation vendors, expos and educational workshops.  AOPA is well positioned to provide the services
included in their obligations by being the leading non-profit dedicated to promoting the interests and
needs of general aviation aircraft owners and pilots.  They have many resources they can harness to
improve the visitor experience at future Air Fair events.
FUTURE ACTION:
This agreement has a 5-year term.  The City and AOPA will work cooperatively to evaluate the success
of the air fair event and AOPA's contribution towards the event and bring future renewals back to Council
for consideration.
FINANCIAL IMPACT STATEMENT:
This agreement does not create additional financial impact to the City. The agreement outlines the city's
responsibilities to coordinate components of the event with the Aircraft Owners and Pilots Association
including vehicle and aircraft parking, grounds preparation and fuel delivery, however the City would be
responsible for coordinating these items regardless of AOPA’s participation.  Each party is responsible

for covering their own costs and to retain revenues associated with each party's activities.
CURRENT FISCAL YEAR TOTAL COST:
There is no cost associated with this agreement that is above and beyond what the city commits to when
hosting the event.
