Council to take action on the Professional Services Agreement (PSA) (Contract No. 2025385B) between
the City of Buckeye, an Arizona municipal corporation, and OPN INC., an Iowa corporation, related to the
design and civil engineering services for Capital Improvement Program (CIP) Project No. 100720
Westpark Fire Station #706; and authorize the City Manager to execute and deliver said Agreement on
behalf of the City of Buckeye.
SUMMARY
PROJECT DESCRIPTION:
The scope of work includes the development of full construction and design documentation for the new
fire station, as well as site planning, roadway access, utility coordination, and other civil improvements
needed to support the facility. Westpark Fire Station #706 will be a fully operational fire station serving
the growing Westpark communities. The facility will enhance emergency response capabilities, improve
service coverage, and support future growth in the area. Key design elements will include fire apparatus
bays, living quarters, administrative offices, associated support spaces, and applicable off-site
improvements designed to meet modern operational standards and energy efficiency goals. This project
will also address access and circulation within the site and surrounding roadway network, ensuring
efficient emergency vehicle movement and public access. Community integration, safety, and long-term
functionality will be central to the design approach. The total amount to be paid under this PSA shall not
exceed $1,276,500.00 including a design contingency of $166,500.00.
BENEFITS:
Westpark Fire Station #706 will improve emergency response times, enhance public safety, and support
the growing needs of the Westpark communities with modern, efficient facilities.
FUTURE ACTION:
Upon completion of design, the City will proceed with bidding and construction of the fire station.
FINANCIAL IMPACT STATEMENT:
The project is programmed in the Fiscal Year (FY) 26 CIP and is funded through General Obligation
(GO) Bonds. The scoped contract value is $1,110,000.00 plus an additional design contingency of
$166,500.00 bringing the not to exceed of $1,276,500.00.
