Council to take action on the Construction Manager at Risk Contract (No. 32600047) between the City of
Buckeye, an Arizona municipal corporation, and MGC Contractors, Inc., an Arizona corporation for the
required expansion of the Central Water Reclamation Facility (WRF) ; and authorize the City Manager to
execute said Contract on behalf of the City of Buckeye.
SUMMARY
PROJECT DESCRIPTION:
The Central Water Reclamation Facility (WRF), currently with a treatment capacity of 4.5 MGD, is
anticipated to reach 80% capacity within the next year, triggering a milestone in which design of the next
expansion will need to commence per the Maricopa County Environmental Services Department
(MCESD). Water Resources is requesting approval of the Construction Manager at Risk (CMAR)
Services Agreement for the preconstruction services portion of 1.5 million gallons per day (MGD)
expansion, bringing the facility's total treatment capacity up to 6 MGD. The total cost of these services
shall not exceed $375,153.60.  These services will support the design phase of the project.  From these
services, staff will seek Council approval on the construction services portion of the contract for
establishment of guaranteed maximum price (GPM) for the construction of the 1.5 MGD expansion.
BENEFITS:
The facility will maintain compliance with county requirements while keeping up with anticipated growth
in the Central WRF service area.
