November 18, 2025 Special Council Meeting and Council Executive Session Minutes CITY OF BUCKEYE SPECIAL COUNCIL MEETING AND COUNCIL EXECUTIVE SESSION NOVEMBER 18, 2025 MINUTES City Council Chambers 530 East Monroe Avenue Buckeye, AZ 85326 3:30 p.m. 1. Call to Order/Roll Call Doug, Jared, Javier, Cindy, Jim, Mayor Orsborn called the meeting to order at 3:31 p.m. Members Present: Councilmember Youngker, Councilmember Berry (via Microsoft Teams), Councilmember Goodman, Councilmember HagEstad (via Microsoft Teams), Councilmember Beard, Vice Mayor Heustis, and Mayor Orsborn. Members Absent: None. Departments Present: City Manager Doug Sandtrom, Deputy City Manager Javier Setovich, Deputy City Manager Jared Askelson, City Attorney Scott McCoy, City Clerk Lucinda Aja, Program Management Office Director James Shano, and Chief Human Resources Officer Cindy Camarata. 2. Convene into Executive Session At 3:32 p.m. a motion was made by Vice Mayor Heustis and seconded by Councilmember Goodman to convene into Executive Session pursuant to: a. A.R.S. Section 38-431.03 A.1 for discussion or consideration of the resignation of the City Attorney and the discussion or consideration of the employment, assignment, appointment, or promotion to the City Attorney position; and, b. A.R.S. Section 38-431.03 A.3 for discussion or consultation for legal advice with the City Attorney regarding the APS Cotton Transmission Corridor Study and proposed transmission line alignments. Motion passed unanimously. 3. Reconvene into Public Meeting At 5:00 p.m. a motion was made by Councilmember Goodman and seconded by Vice Mayor Heustis to reconvene into the Public Meeting. Motion passed unanimously. 4. Adjournment There being no further business to discuss, Mayor Orsborn adjourned the meeting at 5:00 p.m. _________________________________ Eric W.
