Infrastructure 
• Schools: Discussions between the applicant and 
applicable school districts are ongoing. Signed 
certificates of adequate school facilities will be 
required from each district with the project's first 
site plan submittal
• Utilities: The applicant envisions that the water 
mains would be extended from south of Interstate 10 
to the property, while sewer would outfall to 
existing facilities located in Watson Road. 
• Circulation: Future McDowell 
Parkway along the site’s northern 
edge. The initial concept features 
two (2) driveway entrances from 
McDowell Parkway with additional 
access from 231st Avenue 
(Collector) on the site’s western 
edge and Rainbow Road (Local 
Street) on the site’s eastern

Recommendation
Council to hold a public hearing and take action on 
Ordinance No. 32-25 amending the zoning map of the City 
of Buckeye for approximately 64.45 acres located at the 
southwest corner of Roosevelt Street (future McDowell 
Parkway) and Rainbow Road Alignments from Planned 
Community (PC) to Planned Area Development (PAD), for a 
project known as Coyote Crest PAD.
