RESOLUTION NO. 100-25  
 
A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF 
BUCKEYE, ARIZONA, DECLARING AS A PUBLIC RECORD THE 
BUCKEYE HOUSING NEEDS ASSESSMENT AND ACTION PLAN; AND 
APPROVING AND ADOPTING THE SAME BY REFERENCE. 
  
WHEREAS, the Buckeye Housing Needs Assessment and Action Plan, of which at least 
three paper copies or one paper copy and one electronic copy are on file in the office of the City 
Clerk and open for public inspection during normal business hours, is hereby declared to be a 
public record; and 
 
WHEREAS,  A.R.S. § 9-469 requires that beginning January 1, 2025, and every five 
years thereafter, the City publish a housing needs assessment identifying, among other items, 
projected population and job growth, residentially zoned land, and the total need for additional 
housing units across all income levels; and 
 
WHEREAS, A.R.S. § 9-469 requires that beginning January 1, 2025, and every year 
thereafter, the City submit an annual report to the Arizona department of housing which includes 
a plan that specifies how the City intends to satisfy any identified need for additional housing 
units; and 
 
WHEREAS, the City has identified housing availability, affordability and long-term 
planning as key priorities to support community well-being, workforce stability, and economic 
development; and 
 
WHEREAS, the City supports coordinated, data-driven decision-making regarding future 
housing efforts; and  
 
WHEREAS, the City desires to adopt the Housing Needs Assessment and Action plan as 
set forth in this Resolution.  
 
BE IT RESOLVED by the Mayor and City Council of the City of Buckeye, Arizona, as 
follows:  
  
 
Section 1.  
The recitals above are hereby incorporated as if fully set forth herein.  
  
Section 2.      The Housing Needs Assessment and Action Plan is hereby referred to, 
adopted, and made a part hereof as if fully set out in this Resolution. 
 
Section 3. 
The Buckeye Housing Needs Assessment and Action Plan is hereby 
approved in the form on file with the City Clerk.   
 
Section 3.      The Mayor, City Manager, City Attorney, and City Clerk are hereby 
authorized and directed to take all steps necessary to carry out the purpose and intent of this 
Resolution.
