ACTION/MOTION: (This language identifies the formal motion to be made by the Council) 
Council to take action on Resolution No. 98-25 approving the Lease-Purchase Agreement between the
Buckeye Police and Motorola Solutions, Inc., for the purchase and financing of the Motorola System
Solutions; authorizing the City Manager to execute the Agreement on behalf of the City of Buckeye; and
authorizing the City Manager, or his designee, to execute documents and perform reporting
requirements associated with the financing portion of the Agreement.
SUMMARY
PROJECT DESCRIPTION:
The Buckeye Police Department seeks authorization to transition from the current body-worn camera
and evidence management contract to a comprehensive single-ecosystem solution provided by Motorola
Solutions, Inc. This project will establish an integrated public safety technology platform that connects
the department's critical operational systems into one unified environment.
The proposed Motorola Single Ecosystem Solution will integrate body-worn cameras, in-car video
systems, radios, digital evidence management, computer-aided dispatch (CAD), and real-time situational
awareness tools. The system is designed to provide seamless interoperability between field personnel,
dispatch operations, and command staff through a single, secure, cloud-based platform.
The ecosystem includes the deployment of 175 APX Next radios with LTE, Wi-Fi, and GPS capability;
175 SVX Body Cameras and Video Remote Speaker Microphones with direct radio audio integration;
and 90 M500 in-car video systems equipped with automated license plate recognition. The platform
further includes CommandCentral Aware Plus for real-time intelligence and mapping, CommandCentral
DEMS Plus for digital evidence management with unlimited cloud storage, and the CommandCentral
Community Portal to enhance transparency and community engagement.
This technology will enable real-time tracking of personnel and assets, integrate video and data sources
across the department, automate the transcription and redaction of evidence, and generate reports
driven by artificial intelligence. The system also allows integration with existing technologies, including
FLOCK Safety, Genetec, and Spillman/Flex CAD/RMS, thereby reducing redundancy and improving
operational efficiency.
Motorola's unified platform enhances officer safety through improved communication, provides
supervisors with real-time situational awareness, and supports data-driven decision-making. The solution
will enable the department to leverage artificial intelligence and analytics, thereby strengthening
investigative processes, ensuring compliance with evidentiary standards, and enhancing the overall
quality of police services provided to the community. The transition to Motorola Solutions represents a
strategic investment in modern, integrated technology that will position the Buckeye Police Department
as a regional leader in innovation, transparency, and public safety effectiveness.

BENEFITS:
The implementation of the Motorola Single Ecosystem Solution will provide substantial operational and
fiscal benefits to the Buckeye Police Department and the community. The system represents a strategic
investment in public safety technology that improves efficiency, transparency, and cost-effectiveness as
follows:
1. Integrated and Unified Technology Platform
The Motorola ecosystem consolidates body-worn cameras, in-car video, radios, computer-aided dispatch
data, and digital evidence management into a single platform. This integration eliminates redundant
systems, streamlines communication, and ensures that all critical data is accessible in real time across
departmental operations.
2. Enhanced Officer Safety and Operational Efficiency
The solution provides real-time officer tracking, automatic video activation, and live streaming capabilities
to the Real-Time Information Center. These features enhance situational awareness, support rapid
decision-making, and reduce administrative workload by automating evidence tagging, transcription, and
reporting functions.
3. Increased Transparency and Community Trust
The digital evidence management and community engagement portals will provide secure evidence
handling, efficient video sharing, and public access to relevant information. This transparency
strengthens accountability and promotes continued confidence between the department and the
residents of Buckeye.
4. Significant Fiscal Benefits and Long-Term Savings
The total five-year cost of the Motorola Single Ecosystem Solution is $5,334,921, which includes all
radios, cameras, in-car systems, software, cloud storage, and support services. This represents an
estimated savings of $933,415 compared to Axons premium package. The Motorola proposal also
includes additional technology, such as 175 new APX Next radios and 90 AI-enabled in-car video
systems that are not part of the Axon offering. The consolidated licensing structure and inclusion of
unlimited cloud storage further reduce future capital expenditures.
5. Future-Ready and Scalable Platform
The Motorola ecosystem is designed for ongoing innovation, supporting future integration with drone
programs, AI analytics, and advanced mapping systems. This ensures that the City of Buckeye
investment will remain current, scalable, and aligned with future policing technologies.
FUTURE ACTION:
Upon approval of this resolution, the Buckeye Police Department will initiate contractual execution with
Motorola Solutions, Inc. through the Sourcewell cooperative purchasing agreement. 
Following execution, Motorola Solutions will coordinate directly with the Department to begin
implementation of the single ecosystem platform. This process will include detailed project planning,
equipment delivery, installation, configuration, system integration, and staff training. The deployment will
be managed in phases to ensure operational continuity and minimal disruption to public safety services.
Once implementation is complete, the system will transition into active service with full support and
maintenance provided by Motorola Solutions under the terms of the agreement. The Department will
monitor performance and report outcomes to City leadership to ensure continued operational and fiscal
accountability.
FINANCIAL IMPACT STATEMENT:
The proposed five-year agreement with Motorola Solutions, Inc., represents a fiscally responsible and

strategically beneficial investment for the City of Buckeye. The total project cost is $5,334,921.05, which
encompasses all hardware, software, cloud storage, licensing, implementation, training, and support
services necessary for the single ecosystem operation.
The annual cost of the Motorola Single Ecosystem Solution is $1,066,984.21, comprising $ 660,372.20
for equipment and software, in addition to the radio lease of $406,612.01, representing a predictable and
stable expenditure over the five-year term. The annual cost of includes complete coverage for system
maintenance, software updates, data storage, and ongoing technical support, ensuring operational
continuity and budget consistency.  
A detailed cost comparison was conducted between the Motorola proposal and the existing body camera
system. The evaluation determined that the Motorola solution will result in total savings of approximately
$933,415 over five years when compared to a competitor's similar package that does not include new
portable radios and in-car cameras. Motorola's annual cost is substantially lower than the competitor's
alternative proposals, which ranged between $990,000 and $1,022,000 per year, depending on service
level.
In addition to direct cost savings, Motorola's single-vendor structure consolidates multiple technologies
under one agreement, eliminating duplicate maintenance costs and licensing fees. The inclusion of
unlimited cloud-based evidence storage further reduces the need for future capital expenditures and
mitigates the risk of escalating subscription costs associated with multiple systems.
The initial investment of $406,612.01 for the radio lease, as outlined in the contract, is included in the
police department's current FY26 budget.  The execution of this contract requires an increase in the
FY27 baseline budget, which was already planned to occur.
