SUBJECT: Evaluation of Technology Single Ecosystem for Buckeye Police Department
Introduction
With the upcoming expiration of the Buckeye Police Department’s current body-worn camera contract with Axon, the
Department has undertaken a comprehensive review of available technology platforms to establish a unified public safety
technology ecosystem. This initiative aligns with our strategic objective to integrate artificial intelligence (AI), data systems,
and real-time operational awareness to improve efficiency, transparency, officer safety, and community engagement.
The evaluation focused on vendors capable of providing, installing, configuring, and supporting a comprehensive suite of
technology components, including but not limited to:
1. Body Worn Camera System with Digital Evidence Management System
•
GPS-based location tracking
•
Real-time livestreaming
•
On-device or cloud-based translation functionality
•
Automated video tagging based on CAD/RMS incident data
•
Unlimited cloud-based storage for video and photographic evidence
•
AI-assisted performance review and analytics
•
Integration with in-car camera systems

Public submission portal for video and photo evidence
•
Community video integration capabilities
•
Third-party video submission portal and secure storage system
2. In-Car Video Systems

Evaluation
After a comprehensive evaluation process, including product demonstrations, system testing, and consultation with peer
agencies, the Department determined that Axon and Motorola Solutions are the only two vendors capable of delivering a fully
integrated ecosystem meeting both current and future operational needs.

Cost Analysis
A detailed cost comparison of the evaluated systems, including current Axon offerings and Motorola’s single-ecosystem
solution, was conducted over a five-year contract period. The analysis included licensing, equipment, and subscription costs, as
well as optional integrations such as in-car systems and radio communications equipment.

Following thorough review, testing, and engagement with comparable law enforcement agencies, the Motorola Single
Ecosystem Solution is determined to be the most comprehensive, cost-effective, and future-ready platform for the
Buckeye Police Department.
