RESOLUTION NO. 98-25 
 
A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF 
BUCKEYE, ARIZONA, APPROVING THE LEASE-PURCHASE AGREEMENT 
BETWEEN THE BUCKEYE POLICE DEPARTMENT AND MOTOROLA 
SOLUTIONS, INC., FOR THE PURCHASE AND FINANCING OF THE 
MOTOROLA SYSTEM SOLUTIONS; AUTHORIZING THE CITY MANAGER TO 
EXECUTE THE AGREEMENT ON BEHALF OF THE CITY; AND AUTHORIZING 
THE CITY MANAGER, OR DESIGNEE, TO EXECUTE DOCUMENTS AND 
PERFORM 
REPORTING 
REQUIREMENTS 
ASSOCIATED 
WITH 
THE 
FINANCING PORTION OF THE AGREEMENT.  
 
WHEREAS, the City of Buckeye Police Department seeks a unified public safety 
technology system that will integrate body-worn cameras, in-car video, radios, digital evidence 
management, and real-time intelligence tools into a single system to enhance operational 
efficiency, officer safety, and transparency; and  
 
WHEREAS, the City of Buckeye Police Department has determined that the solution 
provided by Motorola Solutions, Inc.(Motorola) best meets the needs of the City of Buckeye 
Police Department;  
 
WHEREAS, the solutions offered by Motorola are available for purchase through the 
Sourcewell purchasing cooperative; 
 
WHEREAS, the use of cooperative purchasing agreements is authorized by Section 24-
3-16 of the Code of the City of Buckeye; 
 
WHEREAS, Motorola has offered additional incentives to finance the purchase through 
a lease-purchase agreement; 
 
WHEREAS, the City of Buckeye has determined that entering this lease-purchase 
agreement is in the best interest of the City; 
 
 
BE IT RESOLVED by the Mayor and Council of the City of Buckeye, Arizona, as follows:  
 
Section 1. 
The recitals above are hereby incorporated as if fully set forth herein.  
 
Section 2. 
The agreement between Motorola Solutions, Inc and the City of Buckeye 
is approved in the amount of $5,334,921.05 in substantially the form and substance on file with 
the City Clerk and is incorporated herein by reference. 
 
Section 3. 
The City Manager is hereby authorized to execute said agreement 
between Motorola and the City of Buckeye. 
 
Section 4. 
The City's obligations under said agreement shall be subject to annual 
appropriation or renewal by the City and shall not constitute a general obligation of the Lessee 
or indebtedness under the Constitution or laws of the State The City hereby designates the 
lease-purchase agreement as a qualified tax-exempt obligation and the obligations on the 
interest thereon is excludable from gross income of the owners thereof under Section 103 of the 
Internal Revenue Code of 1986, as amended.  The City Manager, or his designee, is hereby

authorized to execute the notice to proceed contained in said agreement and to perform any 
associated reporting requirements.    
 
PASSED AND ADOPTED by the Mayor and City Council of the City of Buckeye, Arizona
