 REGULAR MEETING MINUTES 
NOVEMBER 25, 2025

1. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL 
Chairperson Ted Burton called the meeting to order at 6:00 p.m. 
 
Members present:  Chair Ted Burton, Commissioner Rebecca Puppe, Commissioner Gina Ragsdale, 
Vice Chair Anthony DiMascio, Commissioner Donald Bassler, Commissioner 
Sebastian Trupiano, Alternate Charles Hester, Alternate Douglas McDonald was 
seated for District 3 
 
Members absent:   Commissioner Deanna Kupcik, Alternate Les Manuel, Alternate Ryan Belshee 
 
Staff present:  
Planning Manager Ken Galica, Planner II Patricia Cooley, Senior Planner Sean 
Banda, Senior Planner Joseph Mueller, Assistant City Attorney Tosca Henry,

2. MINUTES 
2A. APPROVAL OF MINUTES FROM THE OCTOBER 28, 2025 PLANNING AND ZONING 
COMMISSSION REGULAR MEETING. 
A motion was made by Vice Chair DiMascio and seconded by Alternate McDonald to approve minutes 
as presented. Approval 7-0. Motion carried. 
 
3. CONTINUANCE AGENDA 
3A. 501 E MAHONEY AVENUE – REZONE (PLZZ-25-0008) 
Planner II Patricia Cooley presented and was available to answer questions from the Commission. 
Commissioner Trupiano asked if the applicant will have to apply for a Conditional Use Permit (CUP). 
Ms. Cooley indicated that a CUP will not be required for this daycare. 
Vice Chair DiMascio inquired if the daycare will be a new-build or an existing structure. Ms. Cooley 
informed the Commission that the facility will utilize the building previously used as a church. 
A public hearing was opened at 6:07 p.m. 
With there being no comments from the public, the public hearing closed at 6:07 p.m. 
A motion was made by Commissioner Bassler and seconded by Commissioner Trupiano to 
recommend approval to the Mayor and City Council as presented. Approval 7-0. Motion carried. 
 
3B. GRANDVIEW ARIZONA - REZONE (PLZZ-23-00016) 
Applicant has requested item to be continued to the February 10, 2026 regular Planning and Zoning 
Commission meeting.  
A motion was made by Alternate McDonald and seconded by Vice Chair DiMascio to continue to 
February 10, 2026. Approval 7-0. Motion carried.

4A. CANCELLATION OF THE DECEMBER 23, 2025 PLANNING AND ZONING COMMISSION 
REGULAR MEETING. 
A motion was made by Vice Chair DiMascio and seconded by Commission Ragsdale to cancel the 
December 23, 2025 meeting. Approval 7-0. Motion carried. 
 
4B. AT&T CELL TOWER CONDITIONAL USE PERMIT (PLZU-25-0003) 
Planner II Patricia Cooley presented and was available to answer questions from the Commission. 
Commissioner Trupiano asked if the nearby airport operators had any comments regarding the presented 
project.  
Applicant representative Bill Coney indicated that a community meeting was held but he was not aware 
of representation from the airport. 
Commissioner Bassler spoke of his concerns regarding pilot safety at the nearby airstrip. Mr. Coney 
informed the Commission that the FAA reviewed and approved of the tower location. 
Alternate McDonald asked if the tower would have nighttime illumination. Mr. Coney indicated that the 
FAA did not require illumination based on the proposed location.  
Commission Puppe spoke of her concerns with proximity to the existing airstrip. 
Chair Burton spoke of his concerns with the proximity to the existing airstrip and asked if the applicant 
would place a cell tower at Buckeye Municipal Airport. Mr. Coney stated that the tower could be placed 
there if the FAA approved its location. 
Assistant City Attorney Tosca Henry stated that she is not aware that the city has legal authority to 
override an FAA determination and is not aware of any objective evidence to support an air safety concern 
in this case; generalized objections or vague or hypothetical concerns are not lawful grounds to deny a 
conditional use permit. 
Planning Manager Ken Galica stated if the Commission considered continuation, additional information 
regarding the FAA’s determination could be researched. 
A public hearing opened at 6:33 p.m. 
Beryl Shears of Western Pilot Service Inc spoke of his safety concerns with proximity to the airstrip. 
Hal Heiden of Farm Ag Enterprises spoke of his safety concerns with proximity to the airstrip. 
Mr. Bassler stated that he would like additional information on this tower location before moving it forward. 
With there being no further comments from the public, the public hearing closed at 6:43 p.m. 
Mr. Galica informed the Commission that the proposed location is based on the Buckeye Development 
Code requiring a separation of a tower from a residential property line.  
Commissioner Trupiano would like clarification on the FAA’s determination and who will ultimately own 
the land. 
A motion was made by Commissioner Puppe and seconded by Commissioner Bassler to continue to the 
January 27, 2026 Planning and Zoning Commission regular meeting. Approval to continue 7-0. Motion 
Carried. 
 
4C. COYOTE CREST – PLANNED AREA DEVELOPMENT (PLZZ-25-0001) 
Senior Planner Sean Banda presented and was available to answer questions from the Commission. 
Applicant representative Jeff Blilie presented and was available to answer questions from the 
Commission. 
Project Land Planner Alan Beaudoin presented and was available to answer questions from the public. 
Alternate McDonald asked if the townhouses would be rental or individually sold and Mr. Beaudoin 
informed the Commission that it has not yet been determined. Mr. McDonald asked if the Wildland Urban 
Interface reviewed the proposed development. Mr. Banda informed the Commission that while the Fire 
Department was involved with the review of this rezoning project and approved it, they will review in 
further depth once a site plan is developed and submitted. 
Commissioner Bassler asked where the water would be diverted to if houses are built along the berm 
north of the I-10. Mr. Beaudoin stated that the land to the south is owned and controlled by the Flood 
Control District; infrastructure will be constructed to address the drainage challenges from the White Tank 
Mountains, by working towards the construction of the McDowell Parkway and create a drainage 
interceptor that would take this property out of the floodplain as it relates to the water draining from the

White Tank Mountains. Mr. Bassler spoke of his concerns with the overcrowding of schools with additional 
housing developments. 
Commissioner Trupiano inquired about the interim roads. Mr. Beaudoin stated that he has worked with 
the city transportation team from the start of this project and will be working on connecting west to Watson 
Road, and south to the I-10 interchange. 
A public hearing opened at 7:15 p.m. 
With there being no comments from the public, the public hearing closed at 7:15 p.m. 
A motion was made by Alternate McDonald and seconded by Commissioner Bassler to recommend 
approval to Mayor and Council subject to conditions (a) through (r) with proposed changes to condition 
(p). Approval 7-0. Motion carried. 
 
4D. 120 S. and 14 S. 4th STREET – REZONE (PLZZ-25-0009) 
Senior Planner Joseph Mueller presented and was available to answer questions from the Commission. 
Commissioner  
A public hearing opened at 7:23 p.m. 
With there being no comments from the public, the public hearing closed at 7:23 p.m. 
A motion was made by Commissioner Ragsdale and seconded by Commissioner Puppe to recommend 
approval to Mayor and Council as presented. Approval 7-0. Motion carried. 
 
5. COMMENTS FROM THE PUBLIC 
None 
 
6. PLANNING MANAGER REPORT AND SUMMARY OF CURRENT EVENTS 
Planning Manager Ken Galica informed the Commission that there will be a Commission meeting on 
December 9, 2025; thanked Commission and staff for their work and dedication; and wished everyone a 
Happy Thanksgiving. 
 
7. PLANNING AND ZONING COMMISSION SUMMARY OF CURRENT EVENTS 
Commissioners wished all a Happy Thanksgiving. 
 
8. ADJOURNMENT 
With there being no further business, Chair Burton adjourned the meeting at 7:26 p.m.
