The Citizen Review Process is designed to foster community awareness and a proactive mitigation of 
concerns. The purpose of the citizen review process is to:  
1. Ensure that applicants pursue early and effective citizen participation in conjunction with their 
applications, giving them the opportunity to understand and try to mitigate any real or perceived 
impacts their application may have on the community. 
2. Ensure that the citizens and property owners of the city have an adequate opportunity to learn 
about applications that may affect them and to work with applicants to resolve concerns at an early 
stage of the process. 
3. Facilitate ongoing communication between the applicant, interested citizens and property owners, 
city staff, and elected officials throughout the application review process. 
PARTIES AFFECTED BY APPLICATION 
a. Which residents of the City, adjacent property owners, interested parties who have submitted a request to 
the City to be notified of any rezoning pursuant to ARS §9-462.02, adjacent political jurisdictions, and public 
agencies with jurisdiction over the subject property may be affected by the application? 
Upon the scheduling of any public meeting or hearing and no later than fifteen (15) days prior to its 
occurrence, the development team will notify all property owners, registered neighborhoods, and 
homeowners associations within three hundred (300) feet of the subject property. 
NOTIFICATION OF APPLICATION 
b. How those interested in and potentially affected by an applicant will be notified that an application has 
been made? 
On April 2, 2024, within fifteen (15) days of submitting the application, the development team arranged and 
sent out a written Notice of Application via first class mail to all affected parties as described above.  
NEIGHBORHOOD MEETING & INFORMATION PROCEDURES 
c. How those interested, and potentially affected parties will be informed of the substance of the change, 
amendment, or development proposed by the application? 
The development team organized and facilitated a neighborhood meeting on April 17, 2024, in which the 
applicant was available to meet with the surrounding community; however, there were no attendees. 
 
Notice of the neighborhood meeting was sent on April 2, 2024, fifteen (15) days prior to the meeting to all 
property owners within 300’ of the subject site, as well as any registered neighborhoods or homeowners 
associations, and any other interested parties.  
The development team has prepared a written summary of the meeting as well as a sign-in sheet for the 
meeting.

The development team met all noticing requirements prior to the first public hearing, which included the

RESPONSE PROCEDURES 
d. How those affected or otherwise interested will be provided an opportunity to discuss the applicant’s 
proposal with the applicant and express any concerns, issues, or problems they may have with the proposal in 
advance of the public hearing? 
The development team will respond via email or phone to all input and comments received from parties 
affected by the application and will provide our responses to City Staff for their records up until the public 
hearing.  If requested, we will meet individually with anyone who contacts us for more information. The 
team will follow up as necessary to ensure proper responses are provided and information is shared 
regarding the status of the application to interested stakeholders.  There has been no input received to date. 
STATUS PROCEDURE 
f. How the applicant will keep the Planning Department informed of the status of their citizen participation 
efforts. 
The development team will continue to update the City staff, via email and telephone calls, on important 
issues that come about as the result of the public outreach.  If additional public outreach occurs after the 
submittal of the Citizen Participation Results Report, we will provide updates to inform City Staff and board 
members.

The proposed Extended Stay America site sits on 3.35-acres at the corner of 253rd Drive and Durango Street 
in Buckeye, Arizona. The site is currently vacant land identified as APN 504-26-970A on the Maricopa County 
Assessor’s Map.  The current zoning classification is General Commercial (GC).  
The proposed site will include a 4-story extended stay hotel with a footprint of 11,277 Sq. Ft. and 95 rooms.  
No meeting and/or dining areas are proposed. 
The proposed site will provide 95 parking stalls including 7 accessible parking stalls.

Project Narrative 
The Premier Suites is the top of the line offering by Extended Stay America.  This hotel provides guests 
with a pleasurable and memorable experience by providing comforts above that of other hotel offerings. 
The project consists of a four story, 95 key, 43, 600 gross square foot Extended Stay America Premier 
Suites hotel.  The building will be wood framed utilizing type 5-A construction, a slab-on-grade, an 
exterior Insulation & finish system, and a class ‘B’ single ply membrane roof system. The hotel contains 
separated R-1 (residential) & B (business) occupancies. The B occupancy consists of staff and guest 
laundry, public restrooms, lobby, fitness, MEP, storage, locked storage, data, manager office, staff 
breakroom, maintenance, and reception. The R-1 occupancy consists of guest suites and housekeeping. 
Stair enclosures and the elevator hoistway are protected by two-hour rated wall assemblies. Accessible 
and hearing-impaired rooms are located on the first through fourth floors. An automatic sprinkler 
system is provided per NFPA 13R standards as well as a fire detection system per NFPA 72 standards. 
Upon arriving on the site, you are guided to the building entrance by the recognizable “picture frame” 
entry feature that is unique to the Premier Suites.  This feature makes the primary entrance identifiable 
from the street, creating an approachable building with a sense of association within the community.  
The exterior walls to each side of this feature are recessed to aid in drawing focus to the building entry.   
The Premier Suites exterior is broken up by projecting and recessing the exterior walls, with no exterior 
wall being more than fifty feet in length.  These building intervals are emphasized by vertical pilaster 
which act as transitional massing elements which aid in breaking up the horizontal nature of the 
building.  The vertical pilasters extend above the adjacent roof line, creating three-dimensional 
treatments which enhance the architectural characteristics of the roof line as well as add interest and 
character to the building.  The lowest level is separated from the upper portion with a distinct cornice 
located at the second-floor line, creating a wainscot with an earthy brown tone that grounds the 
building with the surrounding site.  Vertical and horizontal reveals strategically placed around the 
perimeter tie the materials and design features together to provide an attractive and durable structure 
that will complement and improve the surrounding community. 
The building materials for the Premier Suites provide texture and scale that help the building fit into its 
surroundings.  A combination of an exterior insulation and finish system, brick at the entry, metal coping 
along the roof lines, and metal canopies give a sense of permanence.  The exterior color palette is made 
up of four different earthy browns and beiges to help emphasize the exterior features.  High quality, 
non-operable Low-E windows, along with the added thermal resistance of the continuous exterior 
insulation system, provide an energy efficient building that is climatically responsive.
