Council to take action on Resolution No. 96-25 approving the Regional Signal Reimbursement
Agreement between the City of Buckeye, an Arizona municipal corporation and Buckeye Phase I Owner,
LLC, a Delaware limited liability company, and further authorizing the transfer of funds from the
Contingencies account to the Completed Capital account to fund the reimbursement for approved
regional signal construction costs.
SUMMARY
PROJECT DESCRIPTION:
As part of the development located in the northwestern quadrant of Perryville and McDowell Roads,
Buckeye Phase I Owner, LLC constructed certain intersection improvements, which included new traffic
signals, including, but not limited to, traffic pole foundations, traffic poles, mast arms, meter pedestals,
controller cabinets, underground electrical conduits, fiberoptic cabling, boring, and sidewalk removal and
replacement. As the infrastructure is located at the boundary of the City of Buckeye and City of
Goodyear, it was permitted, inspected and accepted by the City of Buckeye and the City of Goodyear.
The City of Buckeye reviewed and verified the actual costs of construction eligible for reimbursement,
which totaled $890,021.22.
The Regional Signal Reimbursement Agreement requires the City to reimburse the approved costs no
later than thirty (30) days from the date of Council approval.  Signal fees have been collected from
properties in the region, but the requested budget transfer is needed as this is an unbudgeted item for
FY26.
BENEFITS:
While the installed infrastructure is necessary to serve the developed property, it also includes certain
improvements that are of regional benefit to the City and its residents.
FINANCIAL IMPACT STATEMENT:
The total cost to the City per this Agreement is set at $890,021.22 and will be reimbursed to the Buckeye
Phase I Owner, LLC no later than thirty days following approval by Council.
