Council to take action on the transfer of $702,000 and authorize the associated fund reallocation from
Contingency Appropriations 30531108-570020 fund to Automotive Equipment greater than $5,000 -
10002140-541050 fund, for the purchase of fire apparatus equipment for two Sutphen Pumper fire
trucks; and approve the funds transfer from Impact Fees-Streets 6004-101010 fund, to Highway User
Revenue Fund (HURF).
SUMMARY
PROJECT DESCRIPTION:
Originally, the fire apparatus units were scheduled for delivery in January 2028, and therefore,
equipment funding was not included in the current fiscal year's budget. However, due to operational
needs requiring earlier delivery, the Fire Department was able to secure two stock Sutphen Pumper fire
trucks this year (Fiscal Year 2026), significantly advancing the purchase timeline.
To ensure these new fire trucks can be placed into service upon arrival in March 2026, the Fire
Department must begin on-board fire truck equipment procurement immediately. Early purchase
authorization is also essential due to extended lead times for critical components.
The total cost for the necessary on-board apparatus equipment for the two new fire trucks is $702,000,
calculated as follows:
Equipment for two apparatus units at $416,000 each = $832,000
Less $65,000 per unit for cardiac monitors not being purchased (-$130,000)
Total required cost: $702,000
Historically, Buckeye has annually supported funding required by HURF by the transfer of General Fund
funds to HURF. This year, staff proposes transferring available cash from the "Old Streets" Impact Fee
Fund (which has been sitting for years) to HURF, effectively reimbursing HURF in place of prior General
Fund support. This allows General Fund capacity to be redirected toward other operational needs, in this
case to Fire to support the funding of the above-mentioned new fire apparatus on-board equipment in the
amount of $702,000. 
Appropriations are already established to support this transfer. Based on historical project activity, there
have been sufficient HURF-related street improvements over the past 20 years to justify this
reallocation. 
BENEFITS:
Approving this action allows the Fire Department to place two Sutphen Pumper fire trucks into service
sooner than planned to meet the new delivery dates of the two fire trucks, enhancing response capability
and operational readiness. Early procurement ensures that critical equipment will be available when the

units arrive, avoiding costly and operational delays caused by supply chain lead times. The proposed
fund reallocation also maximizes existing appropriations and minimizes General Fund impact, supporting
responsible fiscal management while meeting essential public safety needs.
