Why was the update needed?
Since adoption of the previous IWMP in 2017, 
many changes have occurred:
Modifications to the General Plan Land Use

Adoption of the City’s Infrastructure 
Improvements Plan (IIP 2025)
Changes in Legislation (Ag to Urban, ADAWS)
New Sources of Water (BWCDD, Harquahala)
Population Increased 25-30%
