1. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL 
Chairperson Ted Burton called the meeting to order at 6:00 p.m. 
 
Members present:  Chair Ted Burton, Commissioner Rebecca Puppe, Commissioner Gina Ragsdale, 
Commissioner Deanna Kupcik, Vice Chair Anthony DiMascio, Alternate Charles 
Hester was seated for District 5, Alternate Les Manuel, Alternate Douglas McDonald 
 
Members absent:   Commissioner Donald Bassler, Commissioner Sebastian Trupiano, Alternate Ryan 
Belshee 
 
Staff present:  
Planning Manager Ken Galica, Deputy Director of Transportation John Willett, 
Assistant City Attorney Tosca Henry, Management Assistant Keri Hernandez 
 
 
2. MINUTES 
2A. APPROVAL OF MINUTES FROM THE OCTOBER 14, 2025 PLANNING AND ZONING 
COMMISSSION REGULAR MEETING. 
A motion was made by Commissioner Kupcik and seconded by Alternate Hester to approve minutes as 
presented. Approval 6-0. Motion carried. 
 
 
3. CONTINUANCE AGENDA 
3A. GRANDVIEW ARIZONA - REZONE (PLZZ-23-00016) 
Staff has requested item to be continued to the November 25th regular Planning and Zoning 
Commission agenda.  
A motion was made by Commissioner Kupcik and seconded by Commissioner Puppe to continue item 
to November 25, 2025. Approval 6-0. Motion carried. 
 
 
4. REGULAR AGENDA 
4A. 501 E MAHONEY AVENUE – REZONE (PLZZ-25-0008) 
Staff has requested item to be continued to the November 25th regular Planning and Zoning 
Commission agenda.  
A motion was made by Commissioner Ragsdale and seconded by Commissioner Kupcik to continue to 
November 25, 2025. Approval 6-0. Motion carried. 
 
4B. PROJECT MANAGEMENT OFFICE (PMO) PRESENTATION 
Deputy Director of Transportation John Willett presented and was available to answer questions from 
the Commission. 
Commissioner Kupcik asked what distance of roadways has been completed to date. Mr. Willett 
informed the Commission that Buckeye currently has approximately seventeen (17) completed miles of 
roadway built.

5. COMMENTS FROM THE PUBLIC 
None. 
 
 
6. PLANNING MANAGER REPORT AND SUMMARY OF CURRENT EVENTS 
Planning Manager Ken Galica reminded the Commission and public that the November 11, 2025 regular 
meeting has been cancelled in observance of Veteran’s Day. 
 
 
7. PLANNING AND ZONING COMMISSION SUMMARY OF CURRENT EVENTS 
Commissioner Kupcik reported that the recent Halloween Carnival was successful. 
 
 
8. ADJOURNMENT 
With there being no further business, Chair Burton adjourned the meeting at 6:35 p.m.
