Neighborhood Meeting Date: Wednesday, October 15, 2025
1. Dates and locations of all meetings where citizens were invited to discuss the applicant’s
proposal.
a. Applicant held a neighborhood meeting at 501 E Mahoney Ave, Buckeye, AZ
85326 on Wednesday, October 15, 2025 from 6:00-7:00pm.
2. Content, dates mailed, and numbers of mailing including letters, meeting notices,
newsletters and other publications.
a. Notification Letter – Neighborhood Meeting: Notification letters were mailed on
September 30, 2025 including information for the time and place of the
neighborhood meeting. A copy of the Notification Letter is attached hereto as
Exhibit A. Affidavit of Mailing Notice is attached hereto as Exhibit B.
b. Notification Letter – Hearings: Notification letters were mailed on October 10,
2025 including information for the time and place of the Planning & Zoning
Commission hearing and City Council hearing. A copy of the Notification Letter is
attached hereto as Exhibit C. Affidavit of Mailing Notice is attached hereto as
Exhibit D.
c. Site Posting: The Property was posted on October 11, 2025 including information
for the time and place of the Planning & Zoning Commission and City Council
hearings. A copy of the Affidavit of Sign Posting is attached hereto as Exhibit E.
d. Publication: Applicant published notice of the hearings in the Arizona Business
Gazette, Republic Edition on October 8, 2025. A copy of the Proof of Publication
is attached hereto as Exhibit F.
3. Where resident, property owners, and interested parties receiving notices, newsletters or
other written material are located.
a. A copy of the 300’ ownership mailing list and other interested parties is included
in the Affidavit of Mailing Notice attached hereto.
4. The number of people that participated in the process.
a. Applicant had one neighborhood attendee, Margie (Margaret) Espinosa. No other
comments were received via other means.
5. A summary of concerns, issues and problems expressed during the process, including:
(1) The substance of the concerns, issues, and problems; (2) How we addressed or will
address the concerns expressed during the process; and (3) Concerns, issues and
problems the applicant is unwilling or unable to address and why.
a. Applicant received questions regarding the effect of this change on the
neighbors, including if there would be higher taxes and if any of the surrounding
properties would be affected by the zoning change. Trish Cooley answered,
stating that the zoning change for this property would not have a direct impact on
taxes and that zoning would remain the same for surrounding properties. The
neighbor was satisfied with the responses received.

Dear Neighbor,
On behalf of our client, Amber Newbill, we would like to invite you to a neighborhood
meeting to discuss a proposed rezoning of a property located in your area. You are
receiving this letter because your home is in close proximity to the site, located at the
intersection of Mahoney Avenue and 5th Street in the City of Buckeye.
The property in question is approximately 0.75 acres in size and is identified as Parcel
APN 400-29-052A on the Maricopa County Assessor’s map (outlined in red in the map
below).
We are proposing to rezone the property from Planned Residential (PR) to Downtown
Residential (DR) in order to repurpose the existing building as a preschool (Case
Number – PLZM-25-0033). The site currently includes a single-story, 3,140-square-foot
structure that was previously used as a church. It lies within the Historic Downtown
Buckeye Activity Area, a district envisioned in the 2018 Downtown Specific Area Plan as
a vibrant mix of civic spaces, traditional neighborhoods, and community-serving uses.
The proposed preschool aligns with the City’s goals of creating walkable, family-friendly
neighborhoods with accessible services.
The planned Theory Preschool will operate entirely within the existing building. No new
construction or expansion is proposed. However, we do plan to make several exterior
improvements to support safety and functionality, including refreshed landscaping, a

fenced outdoor play area, and potential updates to paint, windows, and signage. Inside,
the space will be thoughtfully redesigned to include classrooms, office areas, restrooms,
and a prep kitchen—all tailored to meet the requirements of a high-quality early
childhood education facility.

During the meeting, we will present preliminary architectural plans and will be available
