PROJECT DESCRIPTION 
Norris Design, on behalf of Skyline 62 LLC, is proud to present the Coyote Crest Planned Area Development 
(PAD) — a future 64.45 -acre residential community located at the southwest corner of the Roosevelt Street 
(Future McDowell Parkway) and Rainbow Road a
lignments (APN: 504-19-001A). To support the growing 
demand for housing in Buckeye and the Gateway Activity Center, Coyote Crest is envisioned as a vibrant 
neighborhood offering three distinct residential product types 
— a mix of detached cottages, duplexe
s, and 
garden apartments. The development proposes a total of 901 residential units, achieving a blended density of 
14.14 dwelling units per acre across all product types.
 A rezoning is being requested to change the current 
zoning designation from “Planned Community” (PC) to “Planned Area Development” (PAD). 
 
 
This Citizen Participation Plan is being submitted for review and approval by City staff, pursuant to Section 
8.2.3.H of the Buckeye Development Code.
 
 
INITIAL PUBLIC NOTIFICATION & NEIGHBORHOOD MEETING
 
In order to notify interested parties that the Application 
had been made, an initial notification letter was mailed 
via first class mail on June 24th, 2025, to adjacent property owners within 500
-feet of the subject property. A 
total of 17 letters were mailed to adjacent property owners. Please see the aerial map below depicting the 
location of the notification letter recipients (parcels identified in red) in relationship to the subject property.

NEIGHBORHOOD MEETING SUMMARY 
The neighborhood meeting for rezoning from Planned community (PC) to planned area development (PAD) 
for the Coyote Crest was held on Wednesday, July 9
th, 2025, at 6:00 pm at the Buckeye Public Library
- Coyote 
Branch in Buckeye, Arizona. A total of 3 participants from a single family or single property owner attended 
the neighborhood meeting. 
The meeting was conducted in a presentation style, beginning with an introduction of the development team. 
The presentation covered the project location and the area of notification which was expanded 500 feet to 
notify the residents. Illustration of the l and use plan, site plan, key elements of the project, building perspective, 
entry /monumentation detail and the modified concept of the Roosevelt
-McDowell Parkway and upcoming 
project dates were also shared with the attendees. Throughout the presentation, 
attendees were encouraged 
to ask questions or raise concerns, allowing for a more organic and interactive Q&A session.
 
During the neighborhood meeting, the attendees raised questions and concerns regarding the 60’
-wide 
drainage easements and right
-off-way needs for the McDowell Parkway corridor. Specifically, a property 
owner from the Skyline West subdivision (APN 504
-19-225) inquired about how the proposed expanded right
-
of-way and conceptual drainage easement located along the edge of Skyline West subdivision, and how the 
McDowell Parkway right -off-way, would impact their property. The property owner pointed out the proximity
 
of their lot to the McDowell 
Parkway alignment and expressed concern 
about p otential effects to their 
property . Clarification was requested regarding the extent of the 
right-of-way, how it will be implemented, and 
what measures will be taken to address any impact on private property.
 
No additional inquiries were made during the Neighborhood Meeting.
 
ISSUE RESOLUTION
 
In response to the concern about the proposed 
McDowell Parkway alignment , the project team explained the 
City of Buckeye Transportation Master Plan as an adopted City Plan and reviewed the typical implementation 
for municipal policy plans.  
 
At the end of the meeting, the development team provided business cards and contact information for 
attendees to reach out for further inquiries. The development team 
has also remain ed available to respond to 
questions or discuss concerns regarding the proposal throughout the application process.
  No additional 
inquiries have been received. 
 
PUBLIC HEARING NOTIFICATION
 
Section 8.2.3.I.1 of the Buckeye Development Code requires that the Applicant provide a written report on the 
result of their citizen participation effort 
prior to the notice of public hearing. Given the timing requirements 
set forth by the Buckeye Development Code, the required notices have been completed as of the writing of 
this Report. the following notification efforts are completed  
1. 
Mailed notice (via first class mail) to adjacent property owners within 500
-feet of the subject property 
were sent on November 06 ,2025 
2. Published a notice in a widely circulated newspaper throughout the city, 
November 08, 2025 (i.e. 
Arizona Business Gazette, Republic Edition
) and, 
3. Sign postings at two locations were completed on November 07, 2025.

NOTICE OF PUBLIC HEARING -CITY OF BUCKEYE 
NOTICE IS HEREBY GIVEN that the City of Buckeye Planning and Zoning Commission will hold a public 
hearing on Tuesday, November 25, 2025 and Buckeye City Council public hearing on December 16th, 
2025, to be held at the City Council Chambers, located at 530 E Monroe Avenue at 6:00 p.m., for the 
purpose of hearing all persons for or against the following request: 
Case No PLZZ-25-0001 by Alan Beaudoin, Norris Design for rezoning of 64.45 acres from City of Buckeye 
Planned Community (PC) to Planned Area Development (PAD) within the City of Buckeye.  A PAD 
establishes a zoning district that defines all land uses, development standards, and design provisions 
within a project narrative administered by the City of Buckeye. It promotes efficient land use, 
community character, and integrated design with enhanced amenities beyond standard development. If 
any conflict occurs between the Buckeye Development Code (BDC) and this PAD, the standards outlined 
in the PAD will take precedence. The Coyote Crest PAD supports development of the property while 
implementing the vision and design guidelines for the community. Land uses proposed within the 
Coyote Crest PAD supports the development of a future residential community that includes a total of 
901 residential units with a blended density of 14.14 dwelling units per acre, consisting of detached 
cottages, duplexes, and garden apartments.  Development standards include building heights, setbacks, 
parking requirements, and other provisions that guide the future development proposal The PAD 
narrative further outlines the community’s architectural character, landscape design standards, 
approved plant palette, color and material references, and modifications to infrastructure and public 
facilities that will guide the overall quality and identity of the development. 
The property is generally located at the southwest corner of the Roosevelt Street and Rainbow Road 
alignments.
