Council to take action on Resolution NO. 86-25 approving the Intergovernmental Agreement between the
City of Buckeye and Maricopa County authorizing Buckeye Police Department attendance at the
Maricopa County Sheriff’s Office Detention Officer Training Academy; and authorizing the City Manager
to execute and deliver said Agreement and related documents on behalf of the City of Buckeye.
SUMMARY
PROJECT DESCRIPTION:
This project establishes an Intergovernmental Agreement (IGA) between the City of Buckeye Police
Department and the Maricopa County Sheriff’s Office to allow Buckeye detention recruits to attend the
MCSO Detention Officer Training Academy. The agreement provides a cost-effective way for Buckeye
PD to train detention personnel without creating its own academy. Recruits will receive professional,
accredited instruction through MCSO’s established training program, ensuring compliance with state
standards and consistency in detention operations. The City will pay a $250 registration fee per recruit,
with all other training costs, facilities, and instruction provided by MCSO. The agreement supports
operational efficiency, staff development, and long-term collaboration between agencies, helping
Buckeye PD meet staffing and training needs in a financially responsible manner.
BENEFITS:
This Intergovernmental Agreement (IGA) between the City of Buckeye Police Department and the
Maricopa County Sheriff’s Office (MCSO) allows Buckeye PD detention recruits to attend the MCSO
Detention Officer Training Academy. The agreement provides significant cost savings by offering
professional training for a $250 per recruit fee, avoiding the expense of creating and operating a
separate academy. Recruits will receive high-quality, accredited instruction through MCSO’s established
training program, ensuring consistency with state and regional detention standards.
The arrangement increases operational efficiency by allowing Buckeye PD to train new recruits as space
permits, supporting timely staffing of detention positions. It also promotes professional development by
exposing recruits to best practices and procedures from a large, experienced law enforcement agency.
The agreement includes clear administrative and legal safeguards outlining responsibilities,
indemnification, and compliance requirements to protect both parties. It further provides long-term
stability through a two-year initial term, beginning July 1, 2025, with renewal options for continued
collaboration and budget control.
FUTURE ACTION:
Future action includes an annual cost review conducted by the Maricopa County Sheriff's Office, with any
necessary amendments processed by April of each fiscal year and taking effect at the start of the new

fiscal year. Any amendments or cost adjustments will require approval by both the Buckeye City Council
and the Maricopa County Board of Supervisors.
Following the initial two-year term (July 1, 2025 - June 30, 2027), the agreement will automatically renew
for up to two additional one-year terms unless cancelled or terminated. Either party may terminate the
agreement with 30 days written notice, or immediately if health or welfare concerns arise.
FINANCIAL IMPACT STATEMENT:
The financial impact of this Intergovernmental Agreement (IGA) between the City of Buckeye Police
Department and the Maricopa County Sheriff’s Office (MCSO) is minimal. The City will pay a non-
refundable registration fee of $250 per recruit for participation in the MCSO Detention Officer Training
Academy. No additional operational or facility costs are incurred, as MCSO provides the training space,
curriculum, and instruction. Funding for participant fees will be covered within the existing Police
Department training budget.
This agreement provides a cost-effective means to ensure detention recruits receive required
certification and training without the significant expenses associated with establishing and maintaining a
separate detention academy. Future fiscal impacts are limited to the number of recruits enrolled
annually, and costs are reviewed by MCSO each fiscal year to allow for budget planning and amendment
as needed.
