RESOLUTION NO. 90-25 
 
A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF 
BUCKEYE, ARIZONA, APPROVING UNITED STATES DEPARTMENT OF 
JUSTICE (DOJ) OFFICE OF COMMUNITY ORIENTED POLICING (COPS 
OFFICE) FY25 SAFER OUTCOMES: ENHANCING DE-ESCALATION AND 
CRISIS RESPONSE TRAINING FOR LAW ENFORCEMENT SUPPORT FOR 
LAW ENFORCEMENT AGENCIES FEDERAL GRANT AWARD, AND 
AUTHORIZING THE CITY MANAGER TO ACCEPT AND DELIVER SAID 
GRANT ON BEHALF OF THE CITY AND APPROVING THE CREATION OF A 
FULL-TIME EMPLOYEE POSITION TO ASSIST IN FULFILLING THE GRANT 
OBJECTIVES. 
 
WHEREAS, the City of Buckeye Police Department (“BPD”) prioritizes de-escalation in 
all calls for service, especially for persons in crisis, and has two Crisis Intervention Teams, each 
consisting of a licensed mental health clinician and a sworn BPD officer; and 
 
WHEREAS, the proposed FY25 Safer Outcomes: Enhancing De-Escalation and Crisis 
Response Training for Law Enforcement grant project proposes the acquisition and 
implementation of a new VR (virtual reality) simulation tool that has more use of force options, 
which more closely align with real use of force options that BPD officers may use, along with 
dispatchers and non-sworn personnel; and the ability to hire a certified de-escalation and crisis 
response Training Coordinator to oversee the use of the VR simulator and de-escalation 
trainings to further enhance BPD’s ability to provide consistent responses to person in crisis; 
and 
 
WHEREAS, the U.S. Department of Justice Office of Justice Office of Community 
Oriented Policing Services (“COPS Office”) has approved the City’s application, awarding a 
grant under the DOJ FY25 Safe Outcomes: Enhancing De-Escalation and Crisis Response 
Training for Law Enforcement Agencies, in the amount of $269,166.00. 
 
BE IT RESOLVED by the Mayor and Council of the City of Buckeye, Arizona, as follows: 
 
Section 1. 
The recitals above are hereby incorporated as if fully set forth herein.   
 
Section 2. 
That certain Grant award by and between the City of Buckeye and the U.S. 
Department of Justice is hereby approved in substantially the form and substance on file with the 
City Clerk and is incorporated herein by reference. 
 
Section 3. 
The City Manager is hereby authorized to accept the Grant on behalf of the 
City; further, the Mayor, City Manager, City Attorney, and City Clerk are hereby authorized and 
directed to execute all documents and other necessary or desirable instruments and to take all 
steps necessary to carry out the purpose and intent of this Resolution. 
 
Section 4. 
The City Manager is authorized to create a new full-time employee position 
in the Buckeye Police Department to assist in fulfilling the Grant objectives.
