FIN - Amendment No. 1 to Community Development Block Grant Contract Number: C-22-25-014-X- 00 DATE PREPARED: 10/30/25 DISTRICT NO.: All STAFF LIAISON: Rob Roach, Grant Program Manager, rroach@buckeyeaz.gov, (623) 349-6165 DEPARTMENT: Financial Services AGENDA ITEM TYPE: Consent Agenda Items / New Business ACTION/MOTION: (This language identifies the formal motion to be made by the Council) Council to take action on Resolution No. 87-25 authorizing Amendment No. 1 to Intergovernmental Agreement C-22-25-014-X-00 between the City of Buckeye and Maricopa County administered by its Human Services Department for the Community Development Block Grant (CDBG) Program for the provision of CDBG Funds for improvements to reduce dust emissions and sediment; and authorizing the Mayor and City Manager to execute and deliver said Amendment No. 1 and related documents on behalf of the City of Buckeye. SUMMARY PROJECT DESCRIPTION: The City Council previously approved the $605,413 grant award from the CDBG through Maricopa County to pave downtown Buckeye's 10th Street and Alleyways. Amendment No. 1 increases the award amount from $605,413 to $634,983.25. There is no matching funds required by the City. The improvements will reduce dust emissions and sediment loading onto alleyways, roadways, and stormwater retention basins by installing asphalt paving, sidewalks, landscaping, lighting, utility adjustments, and a storm drain system. BENEFITS: The approval of Amendment No. 1 will ensure all project costs are covered by the grant, mitigating the need to utilize general funds to pave downtown Buckeye's 10th Street and Alleyways to reduce dust emissions and sediment loading onto alleyways, roadways, and stormwater retention basins by installing asphalt paving, sidewalks, landscaping, lighting, utility adjustments, and a storm drain system. FUTURE ACTION: No future action contemplated. FINANCIAL IMPACT STATEMENT: The Federal grant portion is $634,983.25 with no match ($0.00) from the City of Buckeye. Any additional expenses in excess of $634,983.25 will need to be paid by the City. Additionally, any required maintenance will also become a part of Buckeye's Public Works Department's annual budget.
