September 16, 2025 Regular Council Meeting Minutes CITY OF BUCKEYE REGULAR COUNCIL MEETING SEPTEMBER 16, 2025 MINUTES City Council Chambers 530 East Monroe Avenue Buckeye, AZ 85326 6:00 p.m. Pursuant to A.R.S. § 38-431.03(A)(3) the Council may, by majority vote, recess or adjourn to executive session at one or more times during the meeting, as needed to confer with the City Attorney for legal advice regarding any item listed on this agenda. 1. Call to Order/Invocation/Pledge of Allegiance/Roll Call Mayor Orsborn called the meeting to order at 6:00 p.m.; Councilmember Youngker led the invocation; Boy Scout Troup 448 led the Pledge of Allegiance. Motion passed unanimously. *4.A Council to take action to approve the receipt of $161,421 in Federal Aviation Administration (FAA) Infrastructure Investment and Jobs Act (IIJA) funding and $4,248 in Arizona Department of Transportation (ADOT) grant awards to the City of Buckeye for September 16, 2025 Regular Council Meeting Minutes the design of Runway 17-35, Taxiway A and Connectors Electrical Upgrades; and authorize the City Manager and the Aviation Director to execute all grant awards and design contract awards relating to the grants on behalf of the City of Buckeye. Staff Liaison: Mandy Woods, Principal Planner Council approved a final plat titled "Ventana Ranch South - Phase 2B" located at the northeast corner of Southern Avenue and Watson Road. *4.K Council to take action on the approval, acceptance, and execution of the Grant Agreement Regarding Fentanyl Prosecution, Diversion and Testing in the amount of $127,011.19 between the State of Arizona Department of Public Safety and the City of Buckeye through the Police Department, to support the acquisition of a Fentanyl sensing, lifesaving robot for the Buckeye Police Department, with no required match from the City of Buckeye; to authorize the City Manager to execute and deliver the grant Agreement; and authorize the Mayor, the City Manager, the City Attorney, and the City Clerk to take the steps necessary to carry out the purpose of the grant Agreement on behalf of the City of Buckeye. Staff Liaison: Terry Lowe, Water Resources Director Council approved the Second Amendment to Bid Submission and Real Property Purchase Agreement between the City of Buckeye, an Arizona municipal corporation, identified as the Seller, and Mattamy Arizona LLC, a Delaware limited liability company, identified as the Purchaser; to authorize the City September 16, 2025 Regular Council Meeting Minutes Manager to execute and deliver the Second Amendment; and authorize the Mayor, the City Manager, the City Attorney and the City Clerk to take the steps necessary to carry out the terms of said Second Amendment. 5. Public Hearings / Non-Consent - New Business 5.A Council to hold a public hearing and take action on Resolution No. 51-25 revising the General Plan land use description of the Employment land use designation to allow limited residential uses within large-scale Community Master Plans or Planned Area Developments on property designated for Employment and consisting of 1,280 acres or more. Staff Liaison: Ken Galica, Planning Manager Mr. Galica presented information regarding the proposed minor general plan amendment aimed at revising the employment land use designation to allow limited residential uses within large-scale community master plans or planned area developments on properties of 1,280 acres or more. This amendment, initiated by the Development Services Department, seeks to create a sustainable mix of uses similar to models seen in North Phoenix. The proposal includes criteria ensuring that residential uses do not become the primary focus, are not adjacent to heavy industrial uses, and include performance standards for buffering and design. The Planning and Zoning Commission recommended approval of this amendment, and it is intended to provide flexibility for future developments while maintaining the primary focus on employment. Councilmember Youngker asked what prompted the change in the general plan amendment. Mr. Galica explained that while the staff felt it was good practice in general, the immediate motivation came from a master plan development which would benefit from the proposed flexibility. Mayor Orsborn supported highlighted the benefits of flexibility for large employment centers and the trend of workforce housing in close proximity to employment areas. Councilmember HagEstad expressed the importance of maintaining competitiveness with other cities. Mayor Orsborn opened a public hearing at 6:20 p.m. to hear citizen input regarding Resolution No. 51- 25. There being no comment, Mayor Orsborn closed the public hearing at 6:20 p.m. A motion was made by Councilmember HagEstad and seconded by Councilmember Youngker to adopt Resolution No. 51-25 revising the General Plan land use description of the Employment land use designation to allow limited residential uses within large-scale Community Master Plans or Planned Area Developments on property designated for Employment and consisting of 1,280 acres or more. Motion passed unanimously. 6. Comments from the Mayor and Council Councilmember Goodman: commented on the positive experience he had at the Fire Department Charities pancake breakfast he recently attended. 7.
