Dear Mr. Knape: 
The City of Buckeye, on behalf of the Festival Ranch Community Facilities District, has been requested 
to modify the recorded assessment for Assessment Parcel AA1 in Special Assessment District No. 11 of 
the Festival Ranch Communities Facilities District.  A portion of Parcel AA1-11 was recently subdivided 
by final plats for “Sun City Festival - Parcel AA1-11”. The records of Maricopa County indicate that you 
own all of the lots within Parcels AA1-11. 
Parcel AA1-11 was originally included in SAD No. 11 as a portion of a single, unsubdivided parcel with a 
blanket assessment of $484,000 (Assessment AA1-11).  SAD No. 11 was formed in December 2016 and 
annual assessment payments have been made to the City since then.  The current outstanding 
assessment amount for Assessment Parcel AA1-11 is $343,820.30. 
The original Parcel AA1-11 was subdivided on April 21, 2025, with recordation of the final plat “Sun City 
Festival - Parcel AA1- Phase 1” (MCR Book 1854, Page 47), which created 111 lots and with the 
recordation of the final plat “Sun City Festival – Parcel AA1- Phase 2” (MCR Book 1854, Page 46), which 
created 135 lots. The City of Buckeye has been requested to modify the Parcel AA1-11 assessment on 
a per-lot basis.  The modified assessment amount of $343,820.30 will be spread to the 160 total lots at 
$1,397.64 per lot and to the remainder 86 lots at $1,397.65 per lot. 
As the owner of these properties, you have twenty (20) days from the date of this letter to file a written 
objection to the assessment reallocation, if you so desire. This objection should be addressed to 
Lucinda Aja, City Clerk, City of Buckeye, 530 E. Monroe Avenue Buckeye, Arizona 85326.  If no written 
objection is received, this Modification of Assessment will be forwarded to the Festival Ranch 
Community Facilities District Board for their approval. If approved, the Modified Assessment Diagram 
will be recorded with Maricopa County and assessment billings will be modified accordingly.
