Call to Order/Roll Call 
Chairman Orsborn called the meeting to order at 7:00 p.m. 
 
Members Present:  
Board Member Berry, Board Member Goodman, Board Member 
HagEstad (via Microsoft Teams), Board Member Beard, Vice Chair 
Heustis, and Chairman Orsborn. 
 
Members Absent:  
Board Member Youngker. 
 
Departments Present:  
District Manager Dan Cotterman, Deputy District Manager Javier 
Setovich, District Attorney Scott McCoy, City Clerk Lucinda Aja, District 
Attorney Andrew McGuire. and Chief Financial Officer William Kauppi.

CONSENT AGENDA ITEMS / NEW BUSINESS 
 
Approval of items on the Consent Agenda - All items with an (*) on the consent agenda are 
considered to be routine matters and will be enacted by one motion and vote of the Board of 
Directors. A motion was made by Vice Chair Heustis and seconded by Board Member Goodman 
to approve Items *2.A and *2.B. Motion passed unanimously.

Board of Directors of the Festival Ranch Community Facilities District (City of Buckeye, 
Arizona) to take action on Resolution No. 04-25 approving the First Amendment to

Development, Financing Participation and Intergovernmental Agreement No. 1 for 
Festival Ranch Community Facilities District (Buckeye, Arizona) by and among City of 
Buckeye, Festival Ranch Community Facilities District, Pulte Home Company, LLC, and 
BM3 South Holdings, LLC. 
Staff Liaison: Larry Price, Special Districts Manager 
 
Board of Directors of the Festival Ranch Community Facilities (City of Buckeye, Arizona) adopted 
Resolution No. 04-25 approving the First Amendment to Development, Financing Participation and 
Intergovernmental Agreement No. 1 for Festival Ranch Community Facilities District (Buckeye, 
Arizona) by and among City of Buckeye, Festival Ranch Community Facilities District, Pulte Home 
Company, LLC, and BM3 South Holdings, LLC.

Board to take action on the June 4, 2024 and June 18, 2024 Joint Meeting Minutes for 
the following Community Facilities Districts: Anthem Sun Valley; Elianto; Festival 
Ranch; Mirielle; Sundance; Tartesso West; Trillium; Verrado District 1; Verrado 
Western Overlay; Watson Road; and Westpark. 
Staff Liaison: Summer Stewart, Deputy City Clerk 
 
Board approved the June 4, 2024 and June 18, 2024 Joint Meeting Minutes for the following 
Community Facilities Districts: Anthem Sun Valley; Elianto; Festival Ranch; Mirielle; Sundance; 
Tartesso West; Trillium; Verrado District 1; Verrado Western Overlay; Watson Road; and Westpark.
