Chairman Orsborn called the meeting to order at 6:38 p.m.

Presentation of Fiscal Year (FY) 2026 Community Facilities District (CFD) Tentative
Budget Adoptions.
Staff Liaison: Larry Price, Special Districts Manager
Mr. Kauppi presented an overview of the FY 2026 Community Facilities Districts (CFDs) tentative
budgets for the City of Buckeye. The City has eleven CFDs, with three currently having no
development and budgeted minimally. Mr. Kauppi highlighted the unique nature of this year's

assessments, with varying increases across different districts. He focused on the tax rates, noting that
most CFDs aim to maintain a consistent rate of around $3.30. The impact of debt issuance on
budgets, particularly highlighting Florio's dramatic increase due to proposed $10 million in bonds, was
discussed. Assessed values are used to calculate tax levies and showed how some districts are
seeing tax rate decreases due to debt payoff, while others are experiencing increases due to new
bond issuances. The presentation emphasized the City's goal of stabilizing tax rates over time,
avoiding significant peaks and valleys in annual assessments. Specific examples of how tax rates
might change for homeowners, using a median home value of $176,000 to illustrate potential
increases or decreases in annual taxes across different CFDs, were described. Chairman Orsborn
requested further information regarding the Floreo at Teravlis CFD’s significant increase in assessed
value. Mr. Kauppi explained the increase is due to the proposed $10 million in bonds and the fact that
last year the area was essentially vacant land. Mayor Orsborn suggested that staff proactively
communicate with residents in the Verrado Western Overlay about their decrease in tax rates.
The Consent Agenda was taken out of order and action was taken on the Consent Agenda Items prior
to the Public Hearings and Non-Consent – New Business Items 3.A and 3.B

Public Hearings and Non-Consent - New Business
3.A
Board of Directors of Festival Ranch Community Facilities District to hold a public
hearing and take action on Resolution No. 05-25 accepting and approving the Feasibility
Report relating to the acquisition and financing of certain improvements benefiting the
District; and declaring its preliminary intention to issue not to exceed $6,000,000 General
Obligation Bonds to finance the acquisition of certain improvements as described in the
Feasibility Report relating to such improvements pursuant to the provisions of Title 48,
Chapter 4, Article 6, Arizona Revised Statutes, and all amendments thereto.

Mr. Price presented information about the Festival Ranch Community Facilities District's (CFD)
proposed bond issuance. He explained that the developer is requesting the Board issue not more than
$6 million in General Obligation Bonds to partially reimburse certain roadway improvements. The
proposed bonds would have a 20-year term with an interest rate not exceeding 5 percent. The
proceeds would fund improvements. For homeowners, this would mean a property tax impact where
the debt service portion of the tax rate would increase from $2.89 to $3.00. The overall combined tax
rate would rise from approximately $3.20 to $3.30, which is a three and a half percent total increase.
Laura Myers with PulteGroup explained their neighborhood representatives’ program, which involves
two representatives from all neighborhoods and provides regular updates on CFD activities and
infrastructure projects. Vicinity maps were displayed. Mr. Price emphasized the CFD aims to maintain
a consistent tax rate and has continuous growth, allowing them to manage bond issuances and
infrastructure development strategically. Chairman Orsborn requested clarification regarding CFD tax
rates. Mr. Price confirmed that as more properties come online and increase in value, the bonding
capacity increases, and the tax rate can potentially decrease. At 6:55 p.m. Chairman Orsborn opened
a public hearing to hear citizen input regarding Resolution No. 05-25. There being no public comment,
Chairman Orsborn closed the public hearing at 6:55 p.m. A motion was made by Vice Chair Heustis
and seconded by Board Member HagEstad to adopt Resolution No. 05-25 (Festival Ranch CFD)
accepting and approving the Feasibility Report relating to the acquisition and financing of certain
improvements benefiting the District; and declaring its preliminary intention to issue not to exceed
$6,000,000 General Obligation Bonds to finance the acquisition of certain improvements as described
in the Feasibility Report relating to such improvements pursuant to the provisions of Title 48, Chapter
4, Article 6, Arizona Revised Statutes, and all amendments thereto. Motion passed unanimously.

Series 2025; delegating the authority to approve certain matters with respect to the
bonds; providing for the annual levy of a tax for the payment of the bonds; authorizing
the appointment of a financial advisor, and a bond registrar, transfer agent and paying
agent; authorizing the acceptance of a proposal for the purchase of the bonds;
approving the form of the bonds and certain documents relating to and securing the
payment of the bonds, and authorizing completion, execution and delivery thereof;
awarding the bonds to the purchaser thereof; delegating the authority to approve the
method of sale and to approve and deem final a form of preliminary official statement, if
applicable; and ratifying all actions taken or to be taken to further this Resolution.

Mr. Price presented an overview of Resolution No. 06-25. The Board is being asked to proceed with
the financing of the public infrastructure by authorizing issuance of, not to exceed, $5,500,000 of the
District's General Obligation Bonds, Series 2025, that will encourage residential and commercial
development that could potentially increase the City's property tax base. A motion was made by Vice
Chair Heustis and seconded by Board Member HagEstad to adopt Resolution No. 06-25 authorizing
the issuance of its General Obligation Bonds, Series 2025; delegating the authority to approve certain
matters with respect to the bonds; providing for the annual levy of a tax for the payment of the bonds;
authorizing the appointment of a financial advisor, and a bond registrar, transfer agent and paying
agent; authorizing the acceptance of a proposal for the purchase of the bonds; approving the form of
the bonds and certain documents relating to and securing the payment of the bonds, and authorizing

Approval of items on the Consent Agenda - All items with an (*) on the consent agenda are
considered to be routine matters and will be enacted by one motion and vote of the Board of
Directors. A motion was made by Vice Chair Heustis and seconded by Board Member
Goodman to approve Items *4.A, *4.B, *4.C, *4.D, *4.E, *4.F, *4.G, *4.H, *4.I, *4.J, and *4.K Motion
passed unanimously.
