 REGULAR MEETING MINUTES 
OCTOBER 14, 2025

1. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL 
Chairperson Ted Burton called the meeting to order at 6:00 p.m. 
 
Members present:  Chair Ted Burton, Commissioner Rebecca Puppe, Commissioner Gina Ragsdale, 
Commissioner Deanna Kupcik, Commissioner Donald Bassler, Commissioner 
Sebastian Trupiano participated virtually, Alternate Charles Hester seated for 
District 4, Alternate Les Manuel, Alternate Douglas McDonald 
 
Members absent:   Vice Chair Anthony DiMascio, Alternate Ryan Belshee 
 
Staff present:  
Planning Manager Ken Galica, Principal Planner Mandy Woods, Assistant City 
Attorney Tosca Henry, Management Assistant Keri Hernandez 
 
 
2. MINUTES 
2A. APPROVAL OF MINUTES FROM THE SEPTEMBER 23, 2025 PLANNING AND ZONING 
COMMISSSION WORKSHOP AND REGULAR MEETING. 
A motion was made by Commissioner Kupcik and seconded by Commissioner Bassler to approve 
minutes as presented. Approval 6-0. Motion carried. 
 
 
3. CONTINUANCE AGENDA 
3A. JACKSON PLACE MANUFACTURED HOME PARK-CONDITIONAL USE PERMIT WITH SITE 
PLAN (PLZU-25-0002) 
Planner I Jarek Dunn presented and was available to answer questions from the Commission.  
Commissioner Trupiano inquired who will be responsible for the maintenance of the property. Mr. Dunn 
indicated that the property owner will be responsible for the property maintenance. 
A public hearing opened at 6:12 p.m. 
Jay Broadbent spoke of his concerns and reservations with the project. 
With there being no further comments from the public, the public hearing closed at 6:15 p.m. 
Chair Burton asked for confirmation that anyone would be allowed to rent the units within this project. 
Mr. Galica informed the Commission that the Fair Housing Act prohibits the city from restricting rental to 
tenants that are in compliance with the rental requirements and the owner has documented the 
commitments.  
A motion was made by Commissioner Bassler and seconded by Commissioner Ragsdale to 
recommend approval to the Mayor and City Council as presented. Approval 5-0. Motion carried. 
 
 
4. REGULAR AGENDA 
4A. WATER RESOURCES DEPARTMENT PRESENTATION 
Water Resource Director Terry Lowe presented and was available to answer questions from the 
Commission.

Commissioner Bassler asked if adequate water supply is confirmed prior to the Commission being 
presented with a project. Mr. Lowe stated that is the case in many projects, some may be in the 
process of an agreement, and some may request a will-serve letter in conjunction with conditions for 
the project. 
Commissioner Kupcik asked what type of situation the city would have to be in to issue its own cause. 
Mr. Lowe informed the Commission that the city would not be in that cause situation and policies are 
currently being drafted for future developers water rights. Ms. Kupcik asked how the water log status 
affects the city. Mr. Lowe  
Commissioner Puppe asked is the assured water supply applies to just subdivisions or any land owner 
requiring water. Mr. Lowe stated that the assured water supply will only apply to land being subdivided. 
Commissioner Trupiano asked if EPCORs recent designation affects Buckeye. Mr. Lowe stated that it 
has minimal impact on the city.

5. COMMENTS FROM THE PUBLIC 
None. 
 
 
6. PLANNING MANAGER REPORT AND SUMMARY OF CURRENT EVENTS 
Mr. Galica informed the Commission that a traffic presentation will be on the next meeting agenda and 
reminded of the November 11th Commission meeting cancellation. Ken commended the Chamber for the 
Taste of Buckeye event. 
 
 
7. PLANNING AND ZONING COMMISSION SUMMARY OF CURRENT EVENTS 
Commissioner Kupcik reminded the Commission and public of the Chambers Quarterly breakfast with 
the Secretary of State at WestMEC, the upcoming Buckeye Rocks Community Awards Dinner, and the 
Sangria and Shopping event. 
 
 
8. ADJOURNMENT 
With there being no further business, Chair Burton adjourned the meeting at 6:47 p.m.
